Urgent and serious working atmosphere

On the morning of July 1, along with other localities across the country, Da Nang City officially operated the local government model at two administrative levels including city level and ward and commune levels.

Records in many localities in the city show that the working atmosphere is urgent and serious, the number of people coming to do administrative procedures is quite large but orderly and serious.

At the Hoa Khanh Ward Public Administration Service Center, many people came to carry out administrative transactions from early morning. To ensure smooth operations on the first day of operating the new model, the ward government proactively arranged enough staff to guide and mobilize youth union members to support people in the process of getting a queue number and using electronic devices.

Mr. Tran Van The, Deputy Director of the Hoa Khanh Ward Public Administration Service Center, said that the center currently has 7 counters to receive documents, including 2 counters belonging to the branch of the land use rights registration office and 5 counters to handle other administrative procedures. Each counter is assigned 2 officers to ensure processing efficiency under the condition that the number of documents is concentrated from the district level to the ward level on the first day.

The center has mobilized youth union members and 4 permanent center staff to support people, especially vulnerable groups such as the elderly, the disabled or those who do not use smartphones. Essential procedures such as birth and death certificates, authentication, and confirmation of marital status are all returned on the same day to maximize convenience and avoid disruption for people.

Serving people smoothly, without congestion

At the Ba Na Commune Public Administration Service Center, the working atmosphere was urgent and bustling from early morning. Here, many people came to do administrative procedures, mainly related to household registration, land and document certification. The commune arranged 9 administrative procedure counters with officers on duty to guide people to perform operations on electronic devices. Thanks to that, the process of receiving and processing documents on the first day of operating the new model went smoothly, without any congestion.

Mr. Nguyen Dinh Tu, a resident of Ba Na commune, said he was guided enthusiastically and cheerfully by local officials and highly appreciated the service spirit of the new administrative apparatus.

"With the implementation of the two-tier local government model, people expect the grassroots apparatus to operate more effectively, flexibly and closer to the people. I hope that the staff will continue to serve the people better, especially in the current period of decentralization and merger," Mr. Tu shared.

According to Mr. Nguyen Van Buu, Deputy Director of the Ba Na Commune Public Administration Service Center, on the first morning, the number of people coming to carry out paperwork at the center was very large due to the merger of communes.

Anticipating this situation, the commune had previously focused on reviewing and supplementing facilities and equipment such as computer systems, internet access, and search machines to serve the people. At the same time, the center had organized a scientific and methodical force; assigned staff to guide and receive people's records to ensure smooth operation. "The organization and operation went smoothly, creating convenience for both people and operating staff," Mr. Buu shared.

It is known that, in order to serve public service activities, resolve administrative procedures, and provide public services in preparation for implementing the 2-level local government model, Da Nang has updated the database of more than 2,000 administrative procedures of departments, branches, sectors, and wards and communes in the area to the National Public Service Portal to ensure synchronization, connectivity, and uninterrupted information and data.

After the reorganization, the new Da Nang City has 94 commune-level administrative units, including 23 wards, 70 communes and Hoang Sa special zone. The (new) Da Nang has a natural area of ​​more than 11,800km2.
