
Ambassador Choi Young-sam, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Vietnam, delivered the opening remarks.
Speaking at the opening ceremony, Mr. Choi Young-sam, Ambassador Extraordinary and Plenipotentiary of South Korea to Vietnam, highly appreciated the efforts of the agencies of the two countries in connecting. The Ambassador emphasized that the spirit of strategic cooperation between Vietnam and South Korea is increasingly being strengthened in the field of innovation, especially through expert exchanges, startup incubation, and new technology development, affirming the commitment to accompanying the Vietnamese startup ecosystem.
At the event, Deputy Minister of Science and Technology Hoang Minh affirmed that the networking event is a particularly significant annual activity, emphasizing that innovation continues to be an important driving force for both economies. The Deputy Minister reviewed outstanding milestones in cooperation, demonstrating the deepening relationship between Vietnam and South Korea, such as the signing of the Letter of Intent for cooperation in developing the startup ecosystem (June 2023), the launch of the Korea Startup Center (KSC) in Hanoi (October 2023), and the participation of the Vietnamese delegation in SIW x Techfest 2025 in South Korea.

The Deputy Minister stated that 2025 marks the implementation of many important policies such as the amended Law on Science and Technology and its guiding decrees, along with new mechanisms to support startups in venture capital funds, financial vouchers for pilot products, and support for AI governance standards. Simultaneously, the Law on Technology Transfer and new draft laws such as the Law on AI, the Law on Digital Transformation, and the amended Law on High Technology are expected to create a favorable legal framework. The Ministry of Science and Technology is currently submitting the National Innovation Startup Strategy, aiming for 1 million one-person businesses and 10,000 innovative startups by 2030.
Regarding substantive cooperation with South Korea, Deputy Minister Hoang Minh proposed promoting in-depth cooperation models such as investing in deeptech startups and green technologies; connecting laboratories and large enterprises; and strengthening innovation in large Korean corporations in Vietnam. The Ministry of Science and Technology is committed to continuing to improve the legal framework, creating a favorable testing environment, and supporting bilateral cooperation initiatives.

At the ceremony, Mr. Song Seung-koo (Gibs Song), Partner of Vietnam Silicon Valley (VSV), gave a speech sharing the potential for innovative cooperation between the two countries, especially through their open startup ecosystems.
At the ceremony, two prominent startups, IR Pitching: N2TP Solutions Technology from Vietnam, introduced AI solutions in the healthcare sector and a platform for trading used electric vehicles, opening up opportunities for collaboration in the electrification sector.
