Resolution 71 provides impetus for breakthrough development in Thanh Hoa's education sector.

Immediately after Resolution 71 was issued, many schools and education administrators in Thanh Hoa province viewed this document as a guiding principle for action. Linh Son Primary School (Linh Son commune) currently has 24 staff and teachers and 422 students. Despite being located in a mountainous area with many difficulties, the teachers and students of the school always strive to overcome challenges and achieve many results in teaching and learning.

Following the direction of Resolution 71, school principals have identified Resolution 71 as a crucial guideline for schools to achieve breakthrough development, innovate management thinking, improve the quality of the teaching staff, and actively embrace digital transformation... in order to create substantial changes in educational activities. Ms. Nguyen Thi Ngoc, Principal of Linh Son Primary School, shared: “Identifying digital transformation as a means to improve educational quality, the school not only applies information technology to teaching but also comprehensively innovates from management and teaching methods to the way students learn and create. This shift in thinking has opened up new opportunities for each administrator, teacher, and student to develop their abilities in relation to practical tasks.”

Clearly defining his role and responsibilities in implementing the contents of Resolution 71 into teaching and school management, Mr. Trinh Quoc Viet, Principal of Giao Thien Secondary School (Giao An commune), shared: “The spirit of Resolution 71 is to be proactive, creative, and to use tangible results as a measure. Therefore, the school has built and implemented the school year's tasks in a more flexible way, suitable to the practical situation, prioritizing quality over form. In particular, we focus on creating a favorable environment to encourage teachers' professional development and students to learn effectively, confidently developing their abilities and qualities.”

To effectively implement Resolution 71, Acting Director of the Department of Education and Training, Ta Hong Luu, stated that in the coming period, the Thanh Hoa education sector will focus on the following groups of solutions: Continuing to strongly innovate thinking in leadership and direction; shifting strongly from administrative management to development-oriented management; promoting administrative reform, strengthening decentralization and delegation of authority, enhancing responsibility, creating motivation and autonomy, and promoting the role and responsibility of leaders in educational institutions; and strengthening the application of information technology in educational management and school administration. In addition, the sector will develop and improve the quality of teachers and educational management staff. This includes reviewing and perfecting standards and regulations to ensure the quantity, quality, and structure of the teaching staff; allocating sufficient teachers and staff according to prescribed standards; and continuing to improve the quality of training and professional development for teachers and educational management staff. Promote the implementation of preferential policies to attract talented students to study in the field of education; build official housing and create favorable conditions for teachers from distant areas to work. At the same time, invest in school facilities to meet standards; accelerate digital transformation in education; improve the quality of preschool and general education, vocational education, and create breakthroughs in human resource development...

To concretize the important contents of Resolution 71, on November 28, 2025, the People's Committee of Thanh Hoa province issued Plan No. 243/KH-UBND to implement the Government's Resolution and the Action Program of the Provincial Party Committee's Standing Committee to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development. Thanh Hoa province has set the goal of building a basic school network by 2030 to meet the learning needs of students from all backgrounds and regions. It aims to complete universal preschool education for children aged 3 to 5 and compulsory education up to lower secondary school; achieve a rate of at least 85% of people of school age completing upper secondary education and equivalent; and achieve initial results in improving technological capabilities, artificial intelligence, and English language proficiency.

According to the roadmap, Thanh Hoa province strives to ensure that by 2035, the education and training system in the province will continue to be modernized, making strong and solid progress in accessibility, equity, and quality. It aims to achieve universal secondary education and equivalent levels; and the percentage of high schools meeting national standards will reach 89.5% or higher. Furthermore, it seeks to improve the quality of training for high-quality human resources to serve key economic sectors, promote the development of science, technology, and innovation.

By 2045, the national education system in the province will develop into a modern, equitable, and high-quality system; all citizens will have the opportunity for lifelong learning, improving their skills and knowledge, and maximizing their personal potential. High-quality human resources, including scientific and technological personnel, will become the core driving force for the province's development, contributing to building Thanh Hoa into a prosperous, beautiful, civilized, and happy province.

With comprehensive goals and solutions, Thanh Hoa is affirming its determination, proactiveness, and creativity in implementing Resolution 71, creating a solid foundation for a breakthrough in the quality of education and training, contributing to building a high-quality workforce to serve the goal of rapid and sustainable development.
