According to the National Center for Hydro-Meteorological Forecasting, from the night of December 13, 2025, the North Central region will experience cold weather, with the lowest temperatures during this cold spell generally ranging from 12-15 degrees Celsius; in the Gulf of Tonkin, the northern part of the East Sea, the sea area from southern Quang Tri to Ca Mau , the central part of the East Sea, and the western part of the southern East Sea (including the western part of the Truong Sa special zone), there will be strong northeasterly winds of force 6-7, gusting to force 8-9, with rough seas.
In accordance with Official Dispatch No. 40/CĐ-BCĐ-BNNMT dated December 11, 2025, from the National Steering Committee for Civil Defense; to proactively respond to severe cold weather, frost, and strong winds at sea, the Chairman of the Provincial People's Committee requests the Provincial Military Command, the Provincial Police Department, provincial departments, agencies, and units, the People's Committees of communes and wards, the Provincial Meteorological and Hydrological Station, and other relevant units, according to their assigned functions and tasks, to proactively direct the implementation of response work according to the "four on-the-spot" principle, aiming to minimize damage caused by natural disasters, especially damage to people, crops, livestock, and aquatic products; and at the same time, focus on implementing the following key tasks:
1. For severe cold weather.
- Closely monitor warning and forecast bulletins regarding the development of cold fronts, severe cold spells, and frost, and promptly inform local authorities and the public so they can proactively take appropriate preventive measures.
-Review the cold weather response plan, with particular emphasis on strengthening guidance on ensuring the health of residents and students in boarding schools, and avoiding the use of charcoal stoves for heating in enclosed rooms to prevent loss of life.
- Disseminate information and guide livestock farmers on reinforcing barns, providing shelter to keep animals warm, and stockpiling feed; preventing and controlling diseases in livestock and poultry; and guiding measures to ensure safety in the production of rice, vegetables, and other crops.
2. For strong winds at sea:
Closely monitor warning bulletins, forecasts, and developments of strong winds at sea; inform captains and owners of vessels operating at sea to proactively take preventive measures and plan accordingly, ensuring the safety of people and property; maintain communication to promptly handle any adverse situations that may occur.
3. The Department of Agriculture and Environment shall strengthen its direction and guidance on implementing professional and technical measures to prevent hunger and cold for crops, livestock, and aquatic products in localities. It shall regularly inspect, monitor, and closely supervise the situation of livestock farming, diseases, and the work of preventing hunger and cold for crops, livestock, and aquatic products throughout the province.
4. The Provincial Meteorological and Hydrological Station will closely monitor the developments of severe cold, frost, and strong winds at sea; provide timely forecasts, warnings, and information to relevant agencies and the public so that they can proactively implement response measures.
5. Thanh Hoa Newspaper and Radio, Thanh Hoa Coastal Information Station , and the grassroots information system should strengthen the dissemination of information on weather developments, natural disasters, and measures to respond to severe cold, frost, and strong winds at sea so that people can proactively prevent and minimize damage.
6. Maintain a strict duty roster and regularly report the situation to the Department of Agriculture and Environment, the Provincial Disaster Prevention and Control Command Office, and the Provincial Civil Defense Command Standing Office as prescribed.
