This is one of the tasks implemented according to Resolution No. 175/NQ-CP dated October 30, 2023 of the Government on approving the National Data Center Project; conclusion of the First Session of the Government Steering Committee on science, technology development, innovation, digital transformation and implementation of Project 06 according to Notice No. 171/TB-VPCP dated April 11, 2025 of the Government Office . The pilot provision of online public services for unemployment insurance procedures is a step forward in administrative reform, applying digital transformation to serve people and businesses. This is also a practical solution to help workers access social security policies in a more convenient, transparent and effective way in the context of the current development of digital government and digital economy.

Accordingly, from July 21, 2025, employees can perform 6 procedures related to unemployment insurance on the National Public Service Portal at https://dichvucong.gov.vn, including: Monthly job search notification in case of force majeure; Unemployment benefit settlement; Suspension of unemployment benefits; Continue to receive unemployment benefits; Termination of unemployment benefits; Change of place of unemployment benefits.
To ensure effective implementation, the Ministry of Home Affairs requests the People's Committees of the provinces to direct the Department of Home Affairs and the Employment Service Center to properly implement the procedures, forms and instructions of the Ministry; Use the high-level administrative account of the Provincial People's Committee to delegate authority to the Department of Home Affairs and the Employment Service Center to serve the settlement of the above administrative procedures; Review and have solutions to upgrade the document management and operation system to ensure the ability to integrate technology with the National Public Service Portal in accordance with prescribed technical standards; Note the assignment of targets for the "Indices of service to people and businesses in implementing administrative procedures and online public services" to avoid putting inappropriate pressure on workers, especially unskilled workers who are not yet proficient in electronic transactions.
However, the Ministry of Home Affairs emphasized that online application submission does not completely replace direct application, but rather adds a method for workers to have more flexible options, suitable to their personal conditions and access to technology.
During the implementation process, if any problems arise, localities need to promptly report to the Ministry of Home Affairs for guidance and unified handling.
