Prime Minister Pham Minh Chinh has just requested ministers, heads of agencies, secretaries, and chairmen of People's Committees at all levels to show greater determination, make greater efforts, and focus on decisively directing the implementation of the national digital transformation.
'3 enhancements' and '5 accelerations' in national digital transformation.
On May 6th, the Government Office issued a notice summarizing the conclusions of the 8th meeting of the National Committee on Digital Transformation.
Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, assessed that digital transformation has "reached every alley, knocked on every door, and touched every person" in the process of developing the digital economy and digital society, especially in the lives of the people and the operations of businesses. From the beginning of 2024 to the present, the national digital transformation work has achieved a number of positive results.

Along with highlighting six outstanding achievements, five shortcomings, five lessons learned, and five perspectives on digital economic development, the Prime Minister also outlined key tasks and solutions for the coming period in his concluding remarks at the meeting.
Specifically, the Prime Minister requested that ministers, heads of departments, secretaries, and chairmen of People's Committees at all levels demonstrate greater determination, make greater efforts, and focus on decisively directing the implementation of national digital transformation and the development of the digital economy, with the spirit of "3 enhancements" and "5 accelerations".
This includes the spirit of "3 enhancements": Enhancing awareness of the role, position, and importance of digital transformation among every citizen, business, and especially leaders; Strengthening the potential for digital transformation, viewing it as a key task requiring prioritized resource allocation; and Enhancing public-private partnerships, using public investment to lead private investment, activating and mobilizing all social resources.
The "5-pronged approach" includes: Strengthening institutional reform and creating a comprehensive legal framework to promote national digital transformation and digital economic development; Strengthening the development of digital infrastructure and platforms to create a crucial foundation for digital economic development; Strengthening innovation and entrepreneurship in digital transformation; Strengthening the development of digital human resources and digital skills to meet socio-economic development requirements; Strengthening cybersecurity and network security to protect the legitimate rights and interests of citizens and businesses, and safeguard national cyberspace sovereignty from early on, remotely, and at the grassroots level.
Improve Vietnam's e-Government Development Index by at least 5 ranks.
Prime Minister Pham Minh Chinh also requested ministries, sectors, and localities to strictly implement the directives of the Government and the Prime Minister, the 2024 Action Plan of the National Committee on Digital Transformation, and the tasks in Project 06, focusing on a number of key tasks and solutions.
Accordingly, ministries, agencies, and localities are required to urgently consolidate their Steering Committees for Digital Transformation before May 10, 2024, ensuring strong, substantive, and effective operation.
Prioritize resources and ensure the completion of assigned tasks in the National Digital Transformation Program and the three strategies on developing a digital government, a digital economy and a digital society, and digital data; in particular, promptly address overdue and outstanding tasks from the 2022-2023 period.
The Prime Minister also directed ministries, agencies, and localities to study the experience of the Ministry of Public Security in implementing Project 06, and to develop digital transformation projects for ministries, sectors, and localities, ensuring connectivity with Project 06 in the first half of this year; to conduct a comprehensive review and assessment of the situation regarding network information security, cybersecurity, and security for citizens in information systems under their management, following the guidance of the three ministries: Public Security, National Defense, and Information and Communications...
Local authorities need to coordinate closely with telecommunications and power companies to eliminate mobile network blind spots in villages and hamlets that already have access to the national power grid, completing this before December 2024; and continue to improve the quality of mobile broadband networks.

The Prime Minister instructed the Ministry of Information and Communications to implement comprehensive and effective solutions to ensure that Vietnam's e-Government Development Index, as assessed by the United Nations, increases by at least 5 ranks, and its cybersecurity index, as assessed by the International Telecommunication Union, places it among the top 30 countries.
The Ministry of Information and Communications also needs to finalize and submit to the Prime Minister for promulgation in May 2024 the Strategy for the Development of Vietnam's Semiconductor Industry until 2030.
Simultaneously, urgently finalize and report to the Government for submission to the National Assembly on the draft Law on Digital Technology Industry; finalize and submit to the Government for promulgation the Decrees guiding the Law on Electronic Transactions (amended) and the Law on Telecommunications (amended) on schedule; complete the amendment and supplementation of Decree 73 of 2019 regulating the management of investment in IT applications using State budget funds in May; research, develop and promulgate guiding documents on ensuring information security at the ministerial and provincial levels; develop mechanisms and tools for measuring and monitoring the implementation of the National Committee on Digital Transformation's operational plan.
