The congress was attended by representatives of the leadership and command of the agencies under the General Department of Defense Industry and delegates representing party members in the Z111 Party Committee.

Presenting the draft political report at the Congress, Colonel Hoang Quoc Vinh, Secretary of the Party Committee of Z111, stated: During the past term, the Party Committee of Z111 focused on leading and directing the successful completion of the targets set forth in the Resolution of the 26th Party Congress of Z111. Notably, it successfully completed the national defense production task, boosted economic production activities and the export of defense products. During the term, the factory produced and repaired hundreds of thousands of defense products, including tens of millions of parts for various weapons, effectively meeting the requirements and tasks of training and combat readiness; effectively implemented military trade, promoted capabilities, expanded cooperation, diversified partners and economic products...

Lieutenant General Ho Quang Tuan, Deputy Secretary of the Party Committee and Director of the General Department of Defense Industry, delivered a speech at the congress.

During the 2020-2025 term, the factory's total revenue reached over 4.135 billion VND, a 41.2% increase compared to the 2015-2020 term; average per capita income in 2025 is projected to reach 22.56 million VND/person/month, a 39.7% increase compared to 2020. In addition, the unit effectively implemented investment projects; scientific and technological work, research, design, and manufacturing of weapons and technical equipment achieved many positive results. Party and political work activities were comprehensively implemented, contributing to the successful completion of the factory's political tasks.

For the 2025-2030 term, the Z111 Party Committee aims to complete 100% of national defense production tasks, ensuring quality, progress, and absolute safety. The goal is to achieve an average annual revenue growth of 12% or more; an average income increase of over 7% per year, striving to reach over 31 million VND per person per month by the end of the term; and an economic production revenue increase of 25% or more per year.

The Head of the General Department of Defense Industry presented flowers to congratulate the Executive Committee of the Z111 Party Committee for the 2025-2030 term and delegates attending the 11th Party Congress of the General Department of Defense Industry.

Speaking at the Congress, Lieutenant General Ho Quang Tuan, Deputy Secretary of the Party Committee and Head of the General Department of Defense Industry, acknowledged and highly appreciated the outstanding achievements of the Z111 Party Committee during the past term. He also requested that in the next term, the Z111 Party Committee strictly adhere to the viewpoints and policies of the Party, the State, the Central Military Commission, the Ministry of National Defense, and the General Department of Defense Industry; lead and direct efforts to improve the quality of defense production; and focus on leading breakthroughs, boosting economic production and the export of defense products.

Simultaneously, we must master advanced technologies, enhance research, design, manufacturing, and production capabilities for new and modern weapons and technical equipment; resolutely implement administrative reforms and digital transformation, build modern workshops and smart factories; strengthen political and ideological education, and build a team of cadres and workers with professional expertise and unwavering political resolve and high determination.

The Z111 Party Congress elected the Party Committee for the 2025-2030 term and delegates to the 11th Party Congress of the General Department of Defense Industry.
