Special Mission - 14% Growth

Quang Ninh aims for economic growth of over 14% in 2025. In the context of the world and regional economic situation with many fluctuations, difficulties and challenges from the US tax policy, while the entire political system is highly focused on streamlining the organizational apparatus and operating the two-level local government model, this is a big challenge, requiring very high political determination from the province to the grassroots in carrying out this particularly important task.

Setting goals, clearly identifying and recognizing difficulties and challenges, the Provincial Party Committee, People's Council and People's Committee have determinedly and resolutely led and directed effective and comprehensive implementation in all fields according to the resolutions and conclusions of the Central Committee and the Provincial Party Committee, especially Resolution No. 31-NQ/TU dated December 2, 2024 of the Provincial Party Committee Executive Committee associated with the working theme for 2025 "Breakthrough in economic development, creating momentum for the new term".

With the high determination, great efforts, solidarity, joint efforts and consensus of the entire political system, people of all walks of life and business community, Quang Ninh has achieved important and outstanding results, the growth rate of gross regional domestic product (GRDP) in the first 9 months is estimated at 11.67%, ranking first in the country. In particular, the industrial and construction sector is estimated to increase by 11.23%, accounting for nearly 47% of GRDP. In particular, the production index of the processing and manufacturing industry is estimated to increase by 24.07%.

Total foreign direct investment (FDI) capital attracted in the province reached 324.77 million USD, of which 17 projects were newly granted investment registration certificates, reaching 193.04 million USD. Completed adjustment of planning of economic zones and industrial parks in a synchronous manner to accelerate project implementation progress.

Quang Ninh is focusing on stimulating tourism at the end of the year, thereby contributing to the province's 14% growth.

The service sector is estimated to increase by 15.18%, accounting for over 37% of GRDP. The total number of tourists is estimated at 17.11 million, up 9% over the same period, of which international visitors are estimated at 3.25 million, up 25% over the same period. Total tourism revenue is estimated at VND44,250 billion, up 20% over the same period. The agriculture, forestry and fishery sector is estimated to increase by 3.91%, accounting for over 4% of GRDP.

With positive changes in all sectors and fields, the total state budget revenue of Quang Ninh in the first 9 months reached 51,539 billion VND, equal to 93% of the central budget estimate, equal to 90% of the provincial budget estimate, up 27% over the same period, exceeding the 9-month plan by 21%. Of which, domestic revenue reached 38,753 billion VND, equal to 103% of the central budget estimate, equal to 98% of the provincial budget estimate, up 46% over the same period, exceeding the scenario set at the beginning of the year by 32%; revenue from import-export activities reached 12,767 billion VND.

To achieve the growth target of 14% in 2025, in the last months of the year, Quang Ninh continues to focus on effectively implementing the 2025 working theme on "Breakthrough in economic development, creating momentum for the new term", focusing on unlocking resources, promoting traditional growth drivers, promoting new growth drivers; immediately deploy key projects and tasks identified in the Action Program to implement the Resolution of the 16th Provincial Party Congress, term 2025-2030, ensuring clear presiding agencies and implementation roadmap.

Quang Ninh strives for the added value of the industrial and construction sector to reach 28.87% in the fourth quarter and over 16.18% for the whole year. Focus on completing site clearance to create clean land funds in: Song Khoai Industrial Park, Bac Tien Phong Industrial Park; strive to attract FDI of 1 billion USD for the whole year. Support investors to start construction of the Quang Ninh LNG Power Plant project, deploy onshore, nearshore, offshore wind power projects, solar power; improve the efficiency of exploiting ports in the area.

Along with that, promote the disbursement of public investment capital, promptly transfer capital from slow-disbursing projects to projects with good disbursement and capital needs, ensuring 100% disbursement of the public investment capital plan in 2025. Quang Ninh strives to attract 4.17 million visitors in the fourth quarter of 2025, reaching over 21.28 million tourists for the whole year.

With specific solutions, along with creative and scientific approaches, Quang Ninh is determined to complete a particularly important political task: 14% growth, striving to achieve state budget revenue of over VND 57,330 billion, of which domestic revenue will reach over VND 39,530 billion in 2025.
