Speed up construction.

According to a report by the Airports Corporation of Vietnam (ACV), as of the end of 2024, the total volume of the Tan Son Nhat Airport Terminal 3 Project reached 83%, with many items completed such as the terminal's structure and aircraft parking area. Contractors are currently working on the electromechanical system, fire protection system, air conditioning system, escalators, etc., expected to be completed in early 2025.

Mr. Le Khac Hong, Head of the T3 Terminal Construction Project Management Board, said that in order to inaugurate the terminal on April 30, 2025, the project must be completed one month earlier, meaning there are less than 90 days left to complete the construction. This is a huge challenge, requiring all relevant units to work together more diligently, strive harder, and be more determined.

Located more than 43 km from Tan Son Nhat Airport, in Long Thanh district, Dong Nai province, numerous contractors are busy constructing the Long Thanh Airport Project. Reporting on the progress to Prime Minister Pham Minh Chinh during a recent inspection, ACV stated that the component items are still being implemented on schedule, with some items progressing faster than the contract, such as the passenger terminal, runway, taxiway, and apron.

Besides the two key aviation projects, inter-regional highways such as the Ho Chi Minh City Ring Road 3; the Bien Hoa – Vung Tau expressway; the Can Tho – Hau Giang – Ca Mau expressway; the Cao Lanh – Lo Te expressway; the Cao Lanh – An Huu expressway… are also accelerating construction every day to be ready for operation in 2025.

Specifically, the Ho Chi Minh City Ring Road 3 project is accelerating construction simultaneously in four localities: Long An , Ho Chi Minh City, Dong Nai, and Binh Duong. Regarding the section passing through Ho Chi Minh City, Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Investment and Construction Project Management Board for Transportation Projects, stated that 10 main construction packages are progressing rapidly. As of December 2024, the total construction volume reached 24.3% of the total construction value. The most difficult issues currently facing the project are the slow pace of land clearance in the Dong Nai section and the shortage of sand for road embankment.

Another important expressway project, the Bien Hoa – Vung Tau Expressway, is also accelerating construction to be completed by 2025. In this project, within Dong Nai province, many sections still lack land clearance, leading to delays of 4-8 months in some construction packages. Meanwhile, the section through Ba Ria – Vung Tau province is rapidly nearing completion by April 30, 2025.

A series of projects are expected to be completed in 2025.

According to the set schedule, a series of expressways in the southern region will be completed and put into operation in 2025. Specifically, the Ho Chi Minh City Ring Road 3 will have its expressway section completed by the end of 2025. The Bien Hoa – Vung Tau expressway, the section through Ba Ria – Vung Tau province, will be completed by April 30, 2025, and the section through Dong Nai province will be completed by the end of 2025. Another expressway connecting to Dong Nai, the Ben Luc – Long Thanh expressway, will be completed in September 2025.

In the Mekong Delta region, six projects will be completed in 2025, including four expressway projects: Can Tho – Hau Giang – Ca Mau; Cao Lanh – Lo Te; Cao Lanh – An Huu; and Lo Te – Rach Soi. In addition, two projects will also be completed in 2025: the Ho Chi Minh Highway sections from Rach Soi to Ben Nhat and Go Quao to Vinh Thuan, and the Rach Mieu 2 Bridge project.

In the aviation sector, the Tan Son Nhat Airport Terminal T3 Project was completed on April 30, 2025 (two months ahead of schedule). For the Long Thanh Airport Project, Prime Minister Pham Minh Chinh directed that construction be completed before December 31, 2025, and the airport be put into operation before February 28, 2026.

As requested by the Prime Minister, contractors must increase machinery, equipment, and manpower with a "three-shift, four-team" work schedule, "through holidays, Tet (Lunar New Year), and weekends," to accelerate construction progress and complete projects by 2025. In particular, expressway projects must be completed on schedule to achieve the target of completing 3,000 km of expressways by 2025.
