Late on the evening of October 11th, with a power outage and only the light of flashlights, many residents in the Da Mai ward (Bac Ninh province), near the Thuong River dike, hurriedly moved their belongings and relatives out of the deeply flooded area.
Earlier that morning, a major flood swept through, submerging Lo residential area and residential areas 1 and 2 in water, with some areas more than 1 meter deep.
Military and police forces were urgently deployed to evacuate residents, prioritizing the elderly, children, and vulnerable people, following the principle of "going door-to-door, calling every household, ensuring no one is left behind in the flood."
Because they lived in high-rise buildings, many families tried to stay in the isolated area, but when night fell and they saw the water rising, they had to find boats to get out of the flooded zone.
As an urban residential area, many residents of Da Mai are experiencing flooding for the first time, despite having witnessed numerous heavy rainstorms before.
Mr. Lap, a resident of Group 2, Da Mai Ward, said he has lived here for over 70 years but "has never seen a flood as big as this. The water from upstream flowed down very quickly; at first it only rose slightly, then it suddenly flooded into the house."
Wearing a life jacket and carrying a rechargeable flashlight, Hoang Thi Chi (22 years old) said she and many other young people were distributing free meals to those living alone who hadn't had time to evacuate. The work finished at 11 PM. "The water was flowing rapidly, the houses were close together, and knocking on each door took a lot of time," Chi recounted.

According to the Bac Ninh Department of Agriculture and Environment, by the evening of October 11th, more than 20,000 households in the province were isolated and had to be evacuated to safe areas. Many areas remain deeply flooded, including Viet Yen, Tien Luc, My Thai, and Da Mai…
Bac Ninh province has directed localities in flooded and isolated areas to ensure that people are provided with essential supplies and equipment; to clean up the environment as soon as the water recedes; and to repair houses and schools.
