New Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Manh

The National Assembly voted electronically to pass the Resolution of the National Assembly to elect Ms. Nguyen Thanh Hai as Chairman of the Committee on Science , Technology and Environment of the 15th National Assembly; to elect Mr. Nguyen Huu Dong as Chairman of the Delegation Work Committee; to elect Mr. Le Quang Manh as Secretary General of the National Assembly - Head of the National Assembly Office with 434 delegates in favor (equal to 91.56% of the total number of National Assembly deputies, equal to 100% of the total number of National Assembly deputies present).

The National Assembly previously also passed a Resolution to elect Mr. Nguyen Huu Dong as a member of the Standing Committee of the 15th National Assembly with 442 delegates in favor (equal to 93.25% of the total number of National Assembly deputies, equal to 100% of the total number of National Assembly deputies present).

New Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Manh was born in 1974, from Hanoi, is a Doctor of Economics, and has a high level of political theory.

Mr. Le Quang Manh held many positions at the Ministry of Planning and Investment from 2003 to 2018 and was appointed by the Prime Minister as Deputy Minister of Planning and Investment in 2018.

From June 2019 to September 2020, he was Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Can Tho City. From October 2020, he held the position of Secretary of the City Party Committee.

In 2021, at the 13th Party Congress, he was elected as a member of the 13th Party Central Committee, Secretary of the Can Tho City Party Committee; elected as a deputy of the 15th National Assembly and Head of the National Assembly delegation of Can Tho city.

From May 2023, he was elected to hold the position of Chairman of the National Assembly's Finance and Budget Committee. When the National Assembly reorganized, he assumed the position of Permanent Deputy Chairman of the Economic and Finance Committee.

At the end of September, the National Assembly Standing Committee assigned the direction and management of the activities of the National Assembly Office, performing the duties of the Secretary General of the National Assembly - Head of the National Assembly Office until the position is completed at the 10th Session.

The new Chairman of the Delegation Affairs Committee, Nguyen Huu Dong, was born in 1972, is from Phu Tho province, has a master's degree in Business Administration and a bachelor's degree in Law. He is a member of the Party Central Committee, 12th (alternate), 13th, and a delegate to the 15th National Assembly.

During his long time working in Phu Tho province, he held many positions such as: Permanent Deputy Head of the Provincial Party Committee's Inspection Committee; Deputy Head of the Provincial People's Council's Legal Committee; Chairman of Yen Lap District People's Committee; Head of the Phu Tho Provincial Party Committee's Internal Affairs Committee; Deputy Secretary of the Provincial Party Committee, then Permanent Deputy Secretary of the Phu Tho Provincial Party Committee.

In March 2016, he was transferred to hold the position of Deputy Secretary of the Son La Provincial Party Committee and was approved by the Politburo to hold the position of Secretary of the Provincial Party Committee, then continued to be re-elected to this position until mid-2024.

In June 2024, he was appointed by the Politburo to hold the position of Deputy Head of the Central Internal Affairs Commission. In September 2025, the National Assembly Standing Committee approved Mr. Nguyen Huu Dong to hold the position of Permanent Deputy Head of the Delegation Affairs Committee of the 15th National Assembly.

The new Chairman of the National Assembly's Committee on Science, Technology and Environment, Nguyen Thanh Hai, was born in 1970, his hometown is Hanoi; he is an Associate Professor, Doctor of Physics; a member of the Party Central Committee, terms XII and XIII; a National Assembly delegate, terms XIII, XIV and XV.

Ms. Nguyen Thanh Hai used to work in the education sector and was the youngest female Associate Professor in Vietnam in 2007.

Ms. Nguyen Thanh Hai has held the following positions: Deputy Head of the National Assembly Office; Head of the National Assembly's Committee for Culture, Education, Youth, Adolescents and Children; Head of the People's Aspirations Committee of the National Assembly Standing Committee; Secretary of the Thai Nguyen Provincial Party Committee.

In June 2024, Ms. Nguyen Thanh Hai was appointed as Head of the Delegation Affairs Committee (now the Delegation Affairs Committee).

On October 25, 2025, Ms. Nguyen Thanh Hai was elected to hold the position of Chairwoman of the National Assembly's Committee on Science, Technology and Environment.
