According to the Working Program, this morning, the Conference discussed and commented on the Report on the implementation of the Resolution on directions and tasks for 2024, the Report on the results of inspection, supervision and party discipline in 2024, directions and tasks for 2025, and the Resolution on directions and tasks for 2025. On behalf of the Conference chair, I would like to summarize some important contents that the Conference commented on and unanimously voted to approve.
I. Implementation status of Resolution 2024
A. About the results achieved
Successfully complete the preliminary and final review of major policies in Party building work, promptly and fully implement the resolutions and regulations of the Central Committee: Summary of Party building work for the 2020-2025 term; summary of 15 years of implementing the Party Charter; implementation of Directive 35 of the Politburo on the Party Congress; organize preliminary and final reviews of resolutions and directives of the Party and the province according to the requirements of the Central Committee and the Work Program.
Doing well the political and ideological work, contributing to strengthening the trust of cadres, party members and people in the leadership role of the Party; Successfully organizing 2 scientific seminars "Identifying and promoting the cultural values and people of Quang Nam in the new period"; "The life and revolutionary career of comrade Nguyen Trac". Steering Committee 35 at all levels directed the good implementation of the work of protecting the ideological foundation of the Party.
Focus on perfecting the team of leaders and managers at all levels; carry out well the planning work associated with preparing personnel for the 2025 - 2030 congress ; Party committees and organizations at all levels focus on implementing well the year-end quality review and assessment work.
Focus on directing the completion of the review, consideration of responsibilities, disciplinary action against organizations and party members who violated and corrected shortcomings and violations according to Conclusion Notice No. 581 of the Central Inspection Committee; promptly reported and received written agreement from the Central Inspection Committee.
The mass mobilization work of the political system has been effective in propagating and mobilizing the people to well implement the policies of the Party and the State, especially mobilizing the people to respond to and implement the work of compensation and site clearance; the policy of rearranging administrative units; eliminating temporary houses and dilapidated houses... Directing the successful organization of major congresses such as the 11th Provincial Congress of the Vietnam Fatherland Front, term 2024 - 2029; Provincial Congress of Ethnic Minorities; Provincial Congress of the Vietnam Youth Union, term 2024 - 2029. The Vietnam Fatherland Front system at all levels promptly launched and called for support for the northern provinces damaged by storm No. 3; effectively carried out the mobilization work, calling for support from socialized sources to implement the policy of eliminating temporary houses and dilapidated houses in the province.
Internal affairs: Directing the effective implementation of anti-corruption and anti-negativity work; reviewing the overall leadership and direction of the implementation of conclusions and recommendations of the State Inspectorate and Audit in 2023 and previous years that are still pending in the province. Focusing on directing the final handling of cases, incidents and recommendations assigned by inspection teams and the Central Steering Committee on anti-corruption and anti-negativity to the Standing Committee of the Provincial Party Committee for handling.
Proactively and fully implement the Central's directives and instructions related to the Party Congresses at all levels for the 2025-2030 term and concretize them in accordance with the practical conditions of the province. Proactively prepare for Party Congresses at all levels; Sub-committees: Documents, Personnel, Organization to serve the 23rd Congress actively carry out tasks to ensure progress according to plan.
Completed the project to reorganize administrative units at district and commune levels and was approved by the National Assembly Standing Committee through a resolution, creating high consensus and unity among cadres, party members and people.
The socio-economic situation in 2024 will recover positively compared to 2023, with each quarter higher than the previous quarter. GRDP growth will reach about 7.1%. GRDP scale will increase by more than 15 trillion VND. Budget revenue will exceed the set plan (about 10%, of which domestic revenue will reach 120%). All three sectors of agriculture, industry - construction, and services will achieve positive growth rates, especially the industrial sector will regain growth momentum (up 13.4%) , making an important contribution to the overall growth of the province's economy (up 7.2% over the same period in 2023).
Tourism activities are vibrant (with more than 8 million visitors) ; many tourism titles are recognized, such as: Quang noodles are recognized as a national intangible cultural heritage; Tra Que Vegetable Village (Hoi An) is recognized as the best tourist village; in addition, Quang Nam hosts the International Conference on Rural Tourism (scheduled to take place from December 9-11, 2024); organize activities in response to the National Biodiversity Recovery Year - Quang Nam 2024 .
The work of removing difficulties for enterprises has been directed strongly, although there are still many problems that have not been resolved promptly; however, in general, there have been positive changes, creating confidence for the business community; investment attraction results have improved .
Focus on implementing socio-economic planning and other types of planning. There are many bright spots in planning and environmental and urban management. The Plan for implementing the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050, has been completed and submitted to the Prime Minister for approval , contributing to raising awareness of the importance of biodiversity conservation, concretizing the viewpoint of economic development with green economic thinking and circular economy in the content of the Provincial Planning. Solving environmental issues in industrial parks and clusters; issues of clean water and rural environmental sanitation.
Organize a preliminary review of 3 years of implementing Resolution No. 08, dated May 4, 2021 of the 22nd Provincial Party Committee on the construction and development of type I urban areas under the province and issue the Conclusion of the Provincial Party Committee Standing Committee on continuing to implement Resolution No. 08. Focus on accelerating the progress of planning and implementing plans ; carry out urban planning and development tasks associated with the plan to arrange administrative units and the plan to upgrade urban types according to the Provincial Planning for the period 2021 - 2030, with a vision to 2050.
Administrative reform and digital transformation have received attention and achieved certain results, improving rankings towards the goal of building e-government, gradually adapting and integrating into the trend of industrialization and modernization of the country.
Social security is ensured, people's lives are gradually improved. The work of eliminating temporary and dilapidated houses has been focused on and effectively implemented. Up to now, the province has basically allocated enough resources to build new and repair 10,945 (approximately 11,000 houses) temporary and dilapidated houses in the province from the provincial budget, national target programs, and socialized sources; it is expected that by the end of 2024, 6,535/10,945 households will be completed, accounting for 59.7%.
The political security, order and social safety situation in the province is basically stable. The work of receiving people, dialogue, resolving complaints and denunciations is focused on and carried out regularly; timely direction is given to resolve urgent and prominent issues among the people (dialogue, resolution of the Bach Dat An case and a number of incidents, reducing security and order hotspots) .
In general, with the efforts, efforts and determination of the entire political system, the implementation of the Resolution on directions and tasks for 2024 has achieved positive results. The overall picture of the province's economy has had many positive points compared to 2023. The above results will be the driving force for the province to continue to strive to complete the goals and tasks in 2025, contributing to the successful completion of the goals and targets set by the Resolution of the 22nd Provincial Party Congress. On behalf of the Standing Committee of the Provincial Party Committee, I would like to commend the efforts and endeavors in the direction and administration of the People's Committee, People's Council and the participation of the Provincial Fatherland Front.
B. However, besides the achieved results, there are still some shortcomings and limitations , which are:
3 targets have not been achieved, especially the target on total development investment is low (increased by 7.1% but still not meeting the set requirements); development target, approximately 28%.
Disbursement of public investment capital (58.3%), disbursement of national target programs (NTP) is low (many projects are behind schedule, prolonged (94 projects must ask for the Provincial People's Council's opinion to extend the time, some projects are prolonged from the 2016 - 2021 term). The NTP program faces many difficulties due to subjective reasons/bottlenecks in site clearance that are slowly overcome, especially the issue of determining land origin, land price, compensation, resettlement support, lack of construction materials, operational efficiency of the Land Fund Management Center...
Enterprises still face many difficulties. Although there have been changes in the resolution of these problems, they are still slow and there are still many problems, especially issues related to land price determination, certificate issuance, consideration of investment policy extension, deposit, planning adjustment, etc.
Many planning projects are still slow to be implemented according to schedule, especially the planning quality is not high, many places have to be adjusted many times, causing time obstacles for other tasks. Many planning projects are suspended, prolonged, slow to be processed, affecting the rights and interests of the people.
Management of resources, minerals, forest management and protection still has many limitations (sand mining in Dai Loc, gold mining in Phu Ninh, Phuoc Son is quite complicated, many petitions/violations of forest management and protection, slow progress in implementing forestry management solutions in many localities).
There are still many concerns in healthcare and education (schools are lowering standards/ medical equipment purchases are too slow/ medicine shortages are slow to be resolved/ autonomy mechanisms for many healthcare facilities are facing difficulties/ shortage of teachers and doctors in mountainous districts...).
Administrative procedure reform and digital transformation have not met requirements, many contents are behind schedule (Project 06/Database, household registration...). Enterprises still have many complaints about administrative procedures. Coordination between levels and sectors is sometimes and in some places not smooth and tight. There is still a lack of determination, avoidance, and failure to properly and fully implement assigned duties and tasks by some cadres, civil servants, and public employees. Research, updating, and consulting on the implementation of new legal regulations are still slow, untimely, and not proactive.
The work of propagating and mobilizing the people to implement the province's major policies has not been effective, and the implementation has not been drastic and synchronous (national target programs, site clearance work, etc.). There are still many urgent and prominent issues among the people related to land, planning, and slow-moving projects that have not been completely resolved. The number of petitions has increased compared to the same period last year (up 7.5%).
The implementation of conclusions and remediation of consequences due to inspection, examination and audit conclusions are still limited and slow compared to the required progress. The monitoring, direction and urging of the implementation of the contents of the conclusion notices of the Provincial Party Standing Committee, the Provincial Party Standing Committee and the steering committees are not regular; many contents are still behind schedule or have not reported the progress and implementation results to the Provincial Party Standing Committee as required.
Crime and violations of social order and security tend to increase, especially drug-related crimes, cybercrimes, black credit, gambling and property fraud; mineral exploitation in some localities is not good...
II. Resolution on directions and tasks for 2025
2025 is the final year of the term, the year of organizing party congresses at all levels leading up to the 23rd Provincial Party Congress, the year of many major holidays, and also the year of drastic implementation of the arrangement and streamlining of the apparatus organization according to the direction of the Central Committee. In the context of the world and regional situation continuing to develop in a complex, rapid, and unpredictable manner; opportunities and challenges intertwine, requiring us to constantly innovate thinking, methods, and ways of doing things to proactively adapt flexibly, take advantage of opportunities, overcome difficulties and challenges, and strive to complete the targets and tasks of 2025. Continue to innovate thinking, ways of thinking, and ways of doing things, as President Ho Chi Minh once advised: Anything old and bad must be abandoned/ Anything old but not bad, but troublesome, must be amended to be reasonable/ Anything old but good must be further developed/ Anything new and interesting must be done .
The theme of 2025 identifies 5 major tasks: Focus on organizing well party congresses at all levels/ Promoting growth in the spirit of acceleration and breakthrough/ Streamlining the organizational apparatus/ Digital transformation/ Fighting negativity and waste.
I suggest that you focus on performing well the following specific tasks:
A. On Party building and political system building
Focus on leading and directing the preparation and successful organization of Party Congresses at all levels towards the 23rd Provincial Party Congress for the 2025-2030 term, ensuring requirements, progress, quality, and compliance with Party regulations and principles. Focus on perfecting and arranging the staff to prepare for the congress. Focus on inspecting and supervising the service of Party Congresses at all levels; focus on inspecting Party organizations and Party members when there are signs of violations in places with signs of internal disunity, complicated petitions and letters related to Party Committee personnel and key leadership positions for the 2025-2030 term.
Focus on summarizing Resolution No. 18, dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient. Resolutely implement the arrangement and assignment of cadres of the political system in localities subject to the arrangement of administrative units at the commune and district levels. Pay attention to implementing the regime and policies for cadres subject to arrangement, ensuring a stable situation to prepare for the Party Congresses at all levels, term 2025 - 2030 (This is a difficult task but must be done/ It is a revolution in the organization of the apparatus/ The spirit of running while lining up/ The requirement is to be streamlined - compact - strong - efficient - effective - efficient; Requires determination, consensus, exemplary, sacrifice...).
Propaganda, mass mobilization, and activities of the Fatherland Front, socio-political organizations, and mass organizations must pay more attention to the task of doing a good job of ideological work, promoting propaganda and mobilization, creating motivation, inspiration, consensus, and active participation of the people and the business community in the determination to build a new era, an era of rising up of the Vietnamese nation. Proactively grasp the people's situation, thoughts, aspirations, and contributions of all classes of people before, during, and after the Party Congresses at all levels.
Effectively implement the Inspection and Supervision Program of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee in 2025 to ensure quality and progress. Continue to organize well the activities of the Steering Committee for preventing and combating corruption, negativity and waste of the province.
Focus on organizing activities to celebrate the 50th anniversary of the liberation of Quang Nam province and major holidays in 2025 as planned, creating an atmosphere of excitement, pride and confidence among the people (There are activities at the provincial level and many activities of districts, towns, cities, organizations, etc.) .
B. On socio-economics, national defense, security, foreign affairs
Review and determine to build a system of socio-economic development indicators, determined to grow from 9.5 - 10%. Actively mobilize resources for investment and development. (Including resources from continuing to remove difficulties for enterprises, especially enterprises in the construction and real estate sectors , in the spirit of "there must be someone responsible and someone to remove difficulties" ) . Implement solutions to support enterprises to stabilize and develop production, especially the group of enterprises recovering quickly, and groups of industries with high contribution rates. Effectively implement the Project to prevent budget loss in the province. Focus on developing the following areas: Mineral exploitation, aquaculture, reviewing investment projects contributing to growth, strengthening investment promotion; increasing land exploitation.
Directing well the implementation of public investment plans, drastically promoting the disbursement of public investment capital right from the beginning of the year. Focusing on removing difficulties and obstacles related to compensation and site clearance; supply and price of construction materials; issues related to land price determination; consolidating and improving the quality of organizations in charge of site clearance in localities. Speeding up the progress of key and dynamic projects, especially connecting traffic projects, THACO projects, projects related to investment in seaport infrastructure, logistics, etc.
Speed up the progress and focus on the quality of district planning, zoning planning, and Chu Lai Open Economic Zone planning. Pay attention to early implementation of important projects in the provincial planning (Medicinal Materials Industry Center Project, Silicat Product Deep Processing Center Project). Continue to review slow-to-implement projects (including private investment projects), suspended planning, land, public assets that are not used or are not used properly... to have a solution to handle them thoroughly, avoiding waste (There are specific solutions for each case...) . Review projects that cannot be implemented due to violations of the Land Law, Investment Law, and similar projects in accordance with Conclusion No. 77 of the Politburo to propose solutions.
Strengthen investment attraction, organize investment attraction activities in the province in a more systematic and effective manner. Develop a suitable and effective medium-term public investment plan for the period 2026 - 2030. Review and monitor the effectiveness of land use in industrial zones, propose plans and make appropriate adjustments. Continue to study and plan new industrial zones, in line with the development orientation of the province in the coming time. Prepare clean land funds to attract investment.
Directing resolutely to improve the effectiveness of implementing national target programs. Strengthening the mobilization of people to respond to and actively implement national target programs. Allocating capital in accordance with disbursement capacity. Considering transferring capital sources appropriately and feasibly to increase disbursement progress. Paying attention to allocating additional provincial funding sources to accelerate the completion of the goal of building new rural communes and districts, advanced and model new rural areas. Strive to reduce the poverty rate of the whole province to below 4% by the end of 2025; the near-poor household rate of the province to be lower than the general near-poor household rate of the whole country.
Focus on solutions to develop tourism types, diversify tourism products and services in the area; support the development of new tourism projects and products; promote the progress of urban and tourism projects. Connect tourism development with the development of small-scale industries, craft villages, cultural tourism, green tourism, and community tourism. Pay attention to developing the marine economy, especially the aquaculture sector. Resolutely review and handle the development of illegal fish cage farming. Resolutely combat illegal, unreported and unregulated fishing.
There are drastic and synchronous solutions to improve the effectiveness of state management, focus on investment, exploitation, use of resources, minerals and environmental protection effectively and reasonably; promptly detect, rectify and strictly handle illegal mineral exploitation and violations of mineral law (recommend studying the newly passed Mineral Law...).
Effectively carry out the task of fundamental and comprehensive innovation in education and training. Develop a project to repair and build new schools in the province; promptly develop solutions and policies to overcome the shortage of teachers in mountainous districts. Increase investment in purchasing medical equipment, improve the quality of medical examination and treatment activities; strengthen socialized investment in the fields of health, education and culture. Develop a plan to implement the national target program on cultural preservation and development in accordance with the needs and resources of the province in the direction of strengthening and prioritizing the allocation of resources for culture, health and education. Organize a summary of the Strategy for Science and Technology Development of Quang Nam Province to 2025, vision 2030; at the same time, develop and promulgate the Strategy for Science and Technology Development of the Province to 2030, vision 2035.
Continue to do well in social security work. Take good care of people with meritorious services. Study the support for repairing and caring for martyrs' graves and people with meritorious services outside cemeteries (about 250 billion VND). Basically complete the work of eliminating temporary and dilapidated houses in the province; by the end of 2025, strive to eliminate 10,945 temporary and dilapidated houses. Strengthen the organization of mass mobilization activities in supporting human resources to implement the program of eliminating temporary and dilapidated houses in the province (in the spirit that districts and communes must participate more resolutely; the province is concerned with ensuring resources).
Promote administrative reform, especially administrative procedure reform and digital transformation. Update and closely follow the Central Government's direction to resolutely implement digital transformation tasks on schedule. Continue to eliminate the request-grant mechanism in the area. Quickly develop a project to develop information technology applications and build a digital government in Quang Nam province for the period 2025 - 2030. Study the decentralization and strong authorization in all fields associated with training and fostering of cadres in the spirit of local decision, local action, local responsibility.
Strengthening the work of ensuring security, order, combat readiness, reducing the rate of crime, violations of social order, drastically reducing the 3 criteria of traffic accidents. Resolutely, synchronously and effectively implementing the work of preventing and combating waste. Directing the timely overcoming of shortcomings, limitations and shortcomings pointed out by inspection, examination and State Audit delegations (Conclusion 581, inspection conclusion) . Reviewing and directing the handling of pending and prolonged cases and incidents in the province and localities. Strengthening the work of receiving citizens, handling petitions, complaints and denunciations.

The requirements and tasks of the Provincial Party Committee in the coming time are extremely heavy, difficult, urgent, and urgent, as in the spirit of the direction of General Secretary To Lam "running and lining up at the same time", the provincial level does not wait for the district level, the district level does not wait for the grassroots level; therefore, immediately after today's Conference, I request that Party committees, Party organizations, agencies, units, all levels, sectors, and localities, especially the Provincial Party Committee members, promote a high sense of responsibility before the Party Committee, the government, and the people of the province, focus on leadership, direction, urgently concretize, proactively propose specific, practical programs, plans, and tasks suitable to the actual situation in their sectors, agencies, units, and localities to implement the tasks right from the first days and months of the year with the highest political determination.
In the immediate future, it is suggested that the comrades focus on leading and directing the proactive to continue implementing plans to respond to natural disasters, abnormal weather events in the rainy and flood season; The Snake of 2025, ensuring everyone is happy, welcoming Tet, joyful, safe and healthy, not letting anyone be left behind.
I believe that we will exceed the targets and tasks in 2025 and the 2020-2025 term set; creating a new position and strength to enter the term of 2025 - 2030, building Quang Nam province is increasingly developing rich, prosperous and happy.
