Approval of the Task for preparing the revised National Power Development Plan for the period 2021-2030, with a vision to 2050 (Revised Power Plan VIII).
Deputy Prime Minister Bui Thanh Son signed Decision No. 1710/QD-TTg approving the task of preparing the revised National Power Development Plan for the period 2021-2030, with a vision to 2050 (Revised Power Plan VIII).

The planning objectives aim to assess electricity consumption needs over the past years, review electricity demand forecasts for the years 2021-2024, and propose electricity demand scenarios for the periods 2025-2030 and 2031-2050.
Simultaneously, research options for developing power sources and grids, selecting several options with good economic and technical indicators and high feasibility, ensuring safe and continuous electricity supply for socio-economic development, using energy resources efficiently and economically, considering the strong development of renewable energy sources; taking into account electricity import and export with countries in the region, proposing options for the development of the national power system for the period 2021-2030 with a vision to 2050.
This study analyzes the feasibility of the power system development plan in terms of: the construction schedule of power sources and the synchronized power grid; funding sources and the ability to mobilize capital; environmental impact assessment and preparation of a Strategic Environmental Assessment (SEA) report for power development; and researches and proposes key solutions regarding mechanisms and policies for power sector development, plan implementation, and ensuring sustainable development of the power sector.
Contents of the revised Power Development Plan VIII
According to the Decision, the revised Power Development Plan VIII consists of 3 volumes:
Volume I: General Explanation, comprising 12 chapters:
Chapter 1: Context Analysis and Basis for Planning Adjustments
Chapter 2: Current Status of the National Power Sector and Assessment of the Implementation of the Power Development Plan VIII for the period 2021-2025
Chapter 3: Updating socio-economic development forecasts and planning at all levels up to 2050
Chapter 4: Adjusting Electricity Demand Forecasts
Chapter 5: Updating Input Parameters
Chapter 6: Adjusting the Power Development Program
Chapter 7: Adjusting the Transmission Grid Development Program
Chapter 8: Power Development Investment Program during the Planning Period
Chapter 9: Evaluating the Economic Effectiveness of the National Power Development Program
Chapter 10: Environmental Protection and Sustainable Development Mechanisms in National Power Development Planning
Chapter 11: Solutions and Resources for Implementing the National Power Development Plan
Chapter 12: Conclusion and Recommendations
Volume II: Appendix, including documents on load demand forecasts; results of calculations for power source development options, results of calculations for power grid development options; and tables of investment capital calculations for power source and grid development.
Volume III : Drawings, including maps and power grid calculation diagrams according to the components and formats specified in Section IV, Appendix II of Government Decree No. 37/2019/ND-CP dated May 7, 2019, detailing the implementation of some articles of the Planning Law.
The planning dossier comprises 20 sets of project proposals.
The planning methodology combines and integrates power development planning with national master plans, national marine spatial plans, regional plans, and provincial plans; combines calculations and expert methods; and integrates power development with environmental protection and sustainable development.
Planning timeframe: The implementation is expected to take no more than 30 months from the date the Task for adjusting the Power Development Plan VIII is approved and the consulting unit for preparing the adjusted Power Development Plan VIII is selected.
Planning costs: The costs for preparing the revised Power Development Plan VIII will be covered by public investment funds of the Ministry of Industry and Trade, as approved by the competent authority in accordance with regulations.
The Minister of Industry and Trade shall make specific decisions regarding the costs of preparing and adjusting the Power Development Plan VIII in accordance with the guidance of the Ministry of Planning and Investment on norms for planning activities, the provisions of the law on public investment, and other relevant legal provisions.
The Ministry of Industry and Trade is the agency responsible for preparing and adjusting the Power Development Plan VIII, and is responsible for ensuring that the implementation steps are carried out in accordance with the law on planning and other relevant laws. Ministries, departments, and People's Committees of provinces and centrally-administered cities are responsible for coordinating with the Ministry of Industry and Trade in the planning process in accordance with the law. |
