The 27th session of the National Assembly Standing Committee will give opinions on the salary reform roadmap.

On the morning of October 11, the 27th session of the National Assembly Standing Committee opened at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue and Vice Chairmen of the National Assembly chairing the session.

Speaking at the opening of the meeting, National Assembly Chairman Vuong Dinh Hue emphasized: The 27th session of the National Assembly Standing Committee took place over 5 days, focusing on 16 groups of contents, considering and giving opinions on 12 contents that need to be discussed, preparing for the 6th session of the National Assembly which will open on October 23; including giving opinions on the roadmap for reforming salary policy, this content was also discussed by the Central Committee at the 8th Central Party Committee Conference.

At this session, the National Assembly Standing Committee will consider and give opinions on the following contents:

Regarding the work of law-making, the National Assembly Standing Committee spent a lot of time reviewing and giving opinions on the work of law-making. Specifically, giving opinions on the draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

Regarding supervision activities, the National Assembly Standing Committee also commented on the report on the results of supervision of the settlement and response to voters' petitions sent to the 5th Session of the 15th National Assembly; the results of receiving citizens, handling petitions and supervising the settlement of citizens' complaints and denunciations sent to the National Assembly in 2023; reviewing the National Assembly's report on people's petitions in September 2023. Commenting on the Government's report on the results of reviewing the system of legal documents before submitting it to the National Assembly at the 6th Session as required in Resolution No. 101/2023/QH15 of the National Assembly. Reviewing the Government's report on citizen reception, settlement of complaints and denunciations in 2023 (synthesizing the contents of the reports of the Supreme People's Court, the Supreme People's Procuracy , and the State Audit Office). Participate in commenting on the draft report synthesizing opinions and recommendations of voters and people sent to the 6th Session of the National Assembly.

Comments on socio-economic issues, including: Assessment of the implementation results of the 2023 socio-economic development plan, the projected 2024 socio-economic development plan; Mid-term assessment of the implementation results of Resolution No. 16/2021/QH15 on the 5-year socio-economic development plan 2021-2025 and mid-term assessment of the implementation results of Resolution No. 31/2021/QH15 on the economic restructuring plan for the 2021-2025 period.

Comment on financial and budgetary issues, including: State budget implementation in 2023, state budget estimates, central budget allocation plan in 2024 (including implementation of state budget public investment plan in 2023, expected state budget public investment plan in 2024). Mid-term assessment of the implementation of the National Financial Plan and borrowing and repayment of public debt for the 5-year period 2021 - 2025. Mid-term assessment of the implementation of the medium-term public investment plan for the period 2021 - 2025.

Also at the meeting, the National Assembly Standing Committee conducted thematic supervision on "Implementation of policies and laws on energy development in the 2016 - 2021 period".

Regarding decisions on important issues, the National Assembly Standing Committee will: Give opinions on the report on the implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program. Give opinions on the Government's Report on the implementation results, difficulties and obstacles in implementing the 3 national target programs in the 2021-2023 period and propose specific solutions and mechanisms to remove difficulties and obstacles, speeding up the implementation of the programs in the coming time. Consider and decide on the addition of the 2023 foreign aid revenue and expenditure estimates of Quang Binh province. Review and decide on the plan to allocate and use the increased revenue and savings from regular expenditures of the central budget in 2022 and the increased revenue from the central budget in 2021 allocated to the Socio-Economic Recovery and Development Program to implement the policy of supporting remaining rent for workers.

At the meeting, the National Assembly Standing Committee will consider and approve the Prime Minister's proposal on the appointment and dismissal of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam; give opinions on the preparation for a vote of confidence for the person holding the position elected or approved by the National Assembly at the 6th Session of the 15th National Assembly; give opinions on important issues to be submitted to the National Assembly at the 6th Session and the preparation for the 6th Session of the National Assembly.

After the opening speech of the National Assembly Chairman, the National Assembly Standing Committee reviewed and commented on the report on the results of monitoring the settlement and response to voters' petitions sent to the 5th session of the 15th National Assembly; the results of receiving citizens, handling petitions and supervising the settlement of citizens' complaints and denunciations sent to the National Assembly in 2023; reviewed the report on the National Assembly's petition work in September 2023. At the same time, it reviewed and commented on the draft report synthesizing voters' and people's opinions and petitions sent to the 6th session of the National Assembly.
