According to Decree No. 375/CP dated October 15, 1979 of the Government Council on the functions, tasks and organizational structure of the Ho Chi Minh Museum, in addition to the three departments and the Scientific Council, the Institute also formed two important departments: the Office in charge of administrative and management work and the Department of Personnel Organization and Security. These two departments laid the first bricks, becoming the predecessor of today's Administrative and General Department.
During the development process of Ho Chi Minh Museum, the Department has been adjusted and rearranged many times in terms of organization and name to suit the requirements of each stage and officially named the Administrative and General Department since 2018 with three main departments with clear functions and tasks:
The Administration - Organization Department is responsible for advising the Board of Directors on organization and personnel work; managing documents - archives effectively, quickly and accurately processing incoming and outgoing documents, guiding civil servants and employees to complete, archive, preserve and exploit records in accordance with regulations; Updating and promptly implementing new documents and policies of the Party and State, ensuring full rights and benefits for civil servants and employees; Synthesizing and preparing periodic monthly, quarterly and annual reports to support the Board of Directors in grasping the situation, directing and operating the agency's activities. Deeply aware of the key role of personnel organization, the Department is always proactive in advising on building a team of professional and well-trained civil servants; Attracting high-quality human resources; Planning management officials; Implementing appointments, transfers, rotations, streamlining the payroll and developing a job position project suitable to practical requirements.

In recent years, along with the development of the Museum, in response to the increasingly high demand for professional quality, the Administration and General Department has proactively implemented many key tasks, thereby contributing to improving the management efficiency and professionalism in the activities of the Ho Chi Minh Museum. The highlight of the past time is the imprint of the work of organizing staff in the context of the whole country implementing the policy of arranging and streamlining the administrative apparatus, merging and perfecting public service units. Implementing that policy, the Ho Chi Minh Museum has reviewed and rearranged the organizational structure, including merging departments with similar functions and tasks. During this process, the Administration and General Department has promoted its core advisory role, proactively built and completed the Job Position Project and the Staff Streamlining Project, ensuring that the arrangement takes place practically and in the right direction, while maintaining internal stability and solidarity.
The work of planning, recruiting, appointing, rotating, training and fostering civil servants continues to be implemented synchronously, methodically and in accordance with regulations, contributing to building a team of cadres with solid professional qualifications, good qualities and a high sense of responsibility.

The Department also focuses on fully and promptly implementing policies and regimes for civil servants and employees, ensuring the rights and material and spiritual life of the collective; harmoniously combining administrative discipline with humane factors in management. At the same time, the Department regularly reviews and updates new documents and regulations of the Party and State, proactively advises on anti-corruption work, practicing thrift and promoting democracy at the grassroots level, ensuring that all activities of the agency are carried out transparently, in accordance with regulations and effectively.
In parallel, the work of renovating, beautifying the landscape and ensuring environmental sanitation is carried out regularly and synchronously. The Administration Department has proactively advised and proposed to the Board of Directors to implement many investment projects and upgrade the infrastructure, contributing to renewing the landscape of the Ho Chi Minh Museum. Notably, the construction of a new main gate and a sign system with a scientific and modern design, bringing a more spacious and convenient appearance, creating a strong impression on domestic and foreign visitors when coming to the Museum. Along with that, general cleaning, repair and renovation activities of the infrastructure are also regularly maintained, helping the Museum campus to always be bright - green - clean - beautiful, meeting the requirements of serving visitors and professional and ceremonial activities of the agency.
