Coordinate rescue drills in civil defense plans

Speaking at the opening ceremony, Vice Chairman of the City People's Committee Hoang Hai Minh emphasized: The Law on PTDS has established a clear legal corridor for building a PTDS posture associated with the national defense posture and the people's security posture, ensuring national defense - security associated with socio -economic development. Leaders of departments, branches, localities and units need to clearly understand the importance and urgency of PTDS work and consider it a strategic, regular and long-term task; it is necessary to build PTDS from peacetime, placed in the overall task of national defense - security - foreign affairs and economic development.

“At the same time, strengthen close coordination between forces: Army, Police, militia, medical forces, rescue - rescue, information - communication agencies... in the event of natural disasters, incidents or catastrophes. Promote communication and propaganda of laws on PTDS to all people, so that each person clearly understands their rights, obligations and responsibilities in protecting life, property and community safety" - Mr. Hoang Hai Minh emphasized.

During the 1-day period, delegates were informed of the contents of Decree No. 200/2025/ND-CP dated July 9, 2025 of the Government detailing a number of articles of the Law on Disaster Prevention and Control; organizational structure, tasks and powers of the City Disaster Prevention and Control Command Board and the Commune Disaster Prevention and Control Command Board; introduction and implementation of tasks on disaster prevention and control at the commune level; disaster prevention and control work in land border areas, sea borders, lagoons, river mouths, seaports, seaport waters and inland waters.

On the same day, the City Military Command held the opening ceremony of training on the task of searching for and collecting martyrs' remains (HCLS) in the dry season of 2025-2026 for the staff of the Martyrs' Grave Collection Team 192 (Team 192).

Team 192 launched and organized the signing of a movement to compete for excellent training, determined to successfully complete the 2025-2026 dry season mission.

During the 1-month period, officers and staff of Team 192 were trained in military, political, logistics - technical and related contents. The focus was on raising the sense of responsibility in searching and gathering HCLS; improving the quality of learning Lao language, customs and practices of the Lao people; circulars of the Ministry of National Defense, basic contents in the regulations on organization, management and coordination of military foreign affairs; special propaganda work; strengthening the prevention of disciplinary violations in the Army; military terrain training; training to improve physical strength, rescue and search; safe driving skills in all conditions...

On this occasion, Team 192 launched and organized the signing of a movement to compete for excellent training, determined to successfully complete the 2025 - 2026 dry season mission.
