On December 12th, Ms. Le Thu Quyen, residing in An Khanh Ward, Ho Chi Minh City, received a text message notifying her that 1 million VND had been transferred to her bank account. The transfer description stated that the money was for the school's reimbursement of health insurance for 2026, as per a document from the Social Insurance agency.
Ms. Quyen said she was both surprised and delighted to receive back the advance payment she had made for her child's health insurance.

Ms. Quyen's child attends a bilingual primary school in the same area, with fees exceeding 200 million VND per year. The health insurance cost is not excessive compared to the expenses of many families, especially those who send their children to private or international schools.
However, upon hearing the news that students in Ho Chi Minh City are exempt from health insurance, Ms. Thu Quyen expressed her delight, stating that this policy is practical and applies to all students, regardless of whether they attend public or private schools.
"For me, my child being exempt from health insurance is both a material gift and a spiritual gift," said Ms. Quyen.
The mother shared that upon receiving the money, she would dedicate half of it to her child's donation to support people in Central Vietnam affected by floods. This is her way of expressing gratitude and teaching her child about the spirit of giving and receiving.
Ms. Le Thu Quyen happily shared that in November last year, she and other parents completed the procedures to receive tuition support for students in private schools in Ho Chi Minh City, ranging from 80,000 to 180,000 VND per month, equivalent to the tuition fees of public schools. Her child, who is in primary school, receives 80,000 VND per month.
As soon as the policy granting 100% free health insurance for students in Ho Chi Minh City was approved last November, many schools immediately began reimbursing parents. Many schools also announced on their online portals that they would cease collecting and refunding health insurance fees in 2026.
At Tran Van On Secondary School in Tan Dinh ward, the school announced the refund of health insurance fees for 2026, amounting to 631,800 VND, to parents starting from the end of November through the school's communication channels and by sending information to each class.
In addition to payments via bank account, the school also makes direct payments at the finance office, with parents receiving cash.
At Vo Truong Toan Primary School (Dien Hong ward), the school's leadership stated that they have only implemented the collection of health insurance premiums for first-grade students and have already transferred the matter to the social insurance agency.
Immediately after receiving information about the 100% tuition fee waiver policy, the school promptly processed the refund request and notified parents of the payment. At the same time, the school also informed parents of other grade levels that they did not have to pay this fee.

Previously, the Ho Chi Minh City People's Council officially passed a Resolution stipulating the level of support for health insurance contributions for the elderly and students in Ho Chi Minh City.
Accordingly, high school students and learners in general education programs (including students enrolled in continuing education programs at the lower secondary and upper secondary levels) in public and private educational institutions in Ho Chi Minh City will receive a 50% subsidy on their student health insurance premiums.
This support, combined with the 50% support from the central government's general policy, means that students in the aforementioned group receive 100% support for their health insurance fees.
It is understood that the estimated budget for implementing this policy is 1,953 billion VND per year.
