Recently, the Tay Ninh Provincial People's Council passed a Resolution stipulating the personnel and funding for the teaching and learning of Vietnamese for ethnic minority children before entering first grade in Tay Ninh province, effective from January 1, 2026.

The subjects covered by the Resolution include: Children from ethnic minority groups in the area participating in Vietnamese language classes before entering first grade; officials, administrators, and teachers involved in teaching Vietnamese to children from ethnic minority groups before entering first grade; educational institutions implementing the primary education program in ethnic minority areas in Tay Ninh province; and agencies, organizations, and individuals involved in the management, use, and benefiting from funding for teaching and learning Vietnamese to children from ethnic minority groups before entering first grade in the province.
The resolution states that priority will be given to teachers who are highly competent, skilled, fluent in the local language, and knowledgeable about the local and ethnic culture of the children when assigning them to teach Vietnamese to children before they enter first grade.
Teachers will receive training on the content and methods of teaching Vietnamese to children before they enter first grade, as well as methods for teaching a second language to prepare them for Vietnamese. Each class will have one teacher.
Teachers are entitled to a conversion of teaching hours according to the regulations in Circular No. 05 and receive remuneration for each teaching hour as stipulated in Circular No. 21.
Each teacher is provided with a set of Vietnamese language teaching materials, including teaching aids, documents, and textbooks as prescribed by the Ministry of Education and Training .
For children from ethnic minorities participating in Vietnamese language classes before entering first grade, the local authorities will provide each child with a set of Vietnamese language learning materials (based on the annual textbook price list published by the State); the cost of purchasing school supplies will be based on actual expenses, but not exceeding 100,000 VND per child.
The maximum support period is one month during the summer, before the child starts first grade.
