DNO - On August 1, the People's Committee of Lien Chieu Ward (Da Nang) handed over the first 14 land use right certificates (pink books) to local people after one month of operating the two-level local government model.

In particular, the Ward People's Committee has issued 4 first-time pink books to people who have been using land stably in the area and are eligible for pink books according to the provisions of the Land Law; allocated resettlement land and issued 10 pink books to households that were cleared and were allocated resettlement land.

According to the People's Committee of Lien Chieu ward, the operation of the 2-level local government model creates many conveniences for people when registering for the first pink book.

Previously, a first-time application for a pink book had to go through many agencies to handle each component of the application, such as the People's Committee of the ward or commune verifying the origin and time of land use; the Economic and Infrastructure Department or the Urban Management Department checking and confirming the planning; the Land Registration Office branch measuring the land plot; the Natural Resources and Environment Department checking and proposing the People's Committee of the district or commune to issue the pink book...

However, currently, people only need to submit their application at the Ward Public Administration Service Center, almost all of the above work is directly performed by the Department of Economy, Infrastructure and Urban Areas, people only need to contact the consulting unit to measure the land plot and put it on the shared map.

When eligible for the first pink book issuance according to the provisions of the Land Law, citizens pay financial obligations according to regulations and are then issued the first pink book by the Ward People's Committee. People do not have to travel many times and waste time as before.

To meet the above tasks, in addition to their professional duties, many officers and civil servants of the Economic, Infrastructure and Urban Affairs Department of Lien Chieu Ward have to do 4 or 5 other tasks; while working, they have to learn new assigned tasks and have to work outside of office hours every day to promptly process citizens' files.
