
Construction of Line 4, Nghi Son No. 2 Steel Rolling Mill.
According to Mr. Cao Luong Ngoc, Chairman of the Nghi Son Ward People's Committee, to date, 8 projects have established land clearance councils and are being implemented synchronously, with many major obstacles resolved. The ward's land clearance work in 2025 far exceeded the target set by the Provincial People's Committee. The locality has completed surveying and inventorying 31.77 hectares, achieving 335.7% of the plan; approved compensation plans for 19.27 hectares, achieving 203.59% of the plan; and paid compensation for more than 18 hectares, achieving 193%.
Many key projects have focused on resolving obstacles to accelerate progress. A typical example is the coastal road connecting Provincial Road 513 with the southern port area, spanning 2.7km and requiring land clearance of 13.4 hectares, affecting 38 households. After taking over, the Ward People's Committee established a compensation council, completed the inventory, determined land ownership, developed a plan, and handed over 7.72 hectares to the construction unit. Currently, the road has undergone K95 embankment construction, pile drilling, and bridge abutment construction. The remaining 5.68 hectares are expected to be compensated by December 2025.
Regarding the Nghi Son Steel Rolling Mill Project No. 2, the People's Committee of the ward has approved the compensation plan for 22.92 hectares, of which 21.94 hectares have been paid and handed over. The remaining 0.98 hectares belonging to 3 households have not yet agreed despite repeated persuasion and explanation. The People's Committee of Nghi Son town has issued a decision to forcibly reclaim the land, and the ward expects to complete the process before December 30, 2025. For the 110kV transmission line project after the 220kV Nghi Son Economic Zone substation, the ward has paid compensation to 18 out of 21 households, handed over the land for 26 out of 31 pole foundation locations and 9 out of 13 reinforcement locations, creating favorable conditions for the construction unit to accelerate progress. For the dredging project of the channel serving Nghi Son International Port, the total area to be reclaimed is 12.37 hectares, affecting 226 households. The People's Committee of the ward has approved the compensation plan for 10.52 hectares, and has organized the payment and handover of 9.73 hectares. The remaining 0.79 hectares are being actively pursued by the ward, with a firm commitment to completing the payment before December 30, 2025.
According to representatives of the Nghi Son Ward People's Committee, the two-tiered local government model brings uniformity and consistency in directing and processing documents, shortens procedures, and creates proactive approaches for the ward level. However, in practice, many challenges have arisen. Some projects span multiple wards, such as Hai Binh, Truc Lam, and Dao Duy Tu, but the land clearance progress is uneven. The relocation of residents to other wards leads to delays in land allocation and certificate issuance, consequently affecting the project's land clearance progress.
Along with that, changes in compensation and land clearance policies after the Land Law 2024 came into effect, especially the support mechanism for garden and pond land adjacent to residential land, are also putting localities in a difficult situation. According to Decree 151/2025/ND-CP, the People's Committee at the commune level is allowed to decide on "other support" when clearing land. However, the implementation of the "other support" mechanism lacks precedent and a unified framework, leading to concerns in proposing the issuance of the policy.
Furthermore, Nghi Son is one of the localities with many large projects but a serious shortage of personnel for land clearance. The ward currently has only 7 civil servants in the economic - infrastructure - urban planning department, while bearing the responsibility of state management in many fields, from land, construction, environment, planning, issuing certificates, handling disputes, etc. Overlapping tasks make it difficult for officials to keep up with the progress of land clearance for large projects.
According to representatives of the Nghi Son Ward People's Committee, along with proposing several urgent solutions such as supplementing staff in the field of land clearance and land management, perfecting the inter-communal resettlement coordination mechanism with overall coordination from the provincial level; the locality also proposed that the province issue a unified support framework for agricultural land, garden land, ponds, assets, crops, etc., to have a basis for implementing land clearance policies synchronously; at the same time, support the construction of resettlement areas, create land funds for land clearance, and quickly digitize land procedures to facilitate the implementation of land clearance work.
