Actively transforming the structure of crops and livestock, selecting and building suitable agricultural and forestry economic models that bring high economic value and sustainable development are solutions that have been and are being implemented by Quan Hoa district. Thereby, not only increasing income per unit of land area, but also contributing to sustainable hunger eradication and poverty reduction for the people.
With the advantage of having the Ma River flowing through, especially since the Trung Son Hydropower Plant came into operation, dozens of households in Trung Son commune living along the hydropower reservoir have developed the traditional fish cage farming profession. In particular, since the Quan Hoa District Party Committee issued Resolution No. 05-NQ/HU dated June 28, 2022 on "Developing agricultural economic models in Quan Hoa district, period 2022-2023", the commune has formed a concentrated fish cage farming area in the Ta Ban bridge area. Up to now, 47 households in the commune have developed fish cage farming, with more than 102 cages raising various types of grass carp, common carp, black catfish, flower catfish, doc, and ke... In order for people to have investment capital, the commune has guaranteed capital with the District Social Policy Bank Transaction Office to households to invest in fish cage farming. Along with that, households are trained in transferring scientific and technical advances, such as: Responding to climate change; cage building techniques using nets instead of traditional bamboo and reed cages; fish care and harvesting methods... Up to now, the commune has established the Trung Son Veteran Aquaculture Cooperative, with 15 participating households. The Cooperative has signed a contract to link production and purchase value chain products, with an output of 15 tons/year. According to calculations, on average, a household raising fish in cages earns 65 million VND/year.
Implementing Resolution No. 05-NQ/HU dated June 28, 2022 of the Standing Committee of Quan Hoa District Party Committee on "Developing agricultural economic models in Quan Hoa district, period 2022-2023", Quan Hoa district has held a conference to disseminate the resolution to key officials of 15/15 communes and towns, leaders of departments, branches, sectors, the Vietnam Fatherland Front and socio-political organizations to propagate to a large number of officials, party members and people. Participating households are supported by capital from the Sustainable Poverty Reduction Target Program, the Provincial Farmers' Association, value chain linkage contracts with enterprises inside and outside the province and households linked together. Agricultural economic development models with State support all have households participating in implementing the model evaluated, on the basis of meeting the basic criteria for good implementation of the model. The work of appraisal, examination and supervision of the implementation of investment items, especially seedlings, is closely monitored. The district directs the agriculture and rural development sector to coordinate with mass organizations, socio-political organizations, and professional associations from the district to the grassroots in the work of propaganda, mobilization, dissemination of scientific and technical advances and economic accounting to the people.
Up to now, after 1 year of implementing Resolution 05, 48 agricultural economic development models have been formed in 14/15 communes and towns in the district, including 20 models of breeding black sows, breeding wild boars and meat with a scale of 495 heads, with 40 households participating; 2 models of breeding goats; 6 models of breeding cows, with a scale of 119 heads; 4 models of raising chickens and fighting cocks, with nearly 18,000 heads; 1 model of raising fish in cages; 1 model of growing ginseng trees, with a scale of 3.25 hectares; 1 model of raw green ramie trees, with 21.5 hectares... Most of the production models in Quan Hoa district are developing well, initially bringing income to the people.
In order for production models to be replicated and bring high economic efficiency, Quan Hoa district continues to promote the conversion of crop structure. At the same time, orienting people to develop models suitable to soil, climate, and production conditions; especially safe production models, applying science and technology, protecting the environment, raising livestock safely from epidemics, linking production, consuming products, creating agricultural products that meet market demands. In addition, focusing on transferring science and technology, supporting and guiding people to apply them in practice.
