Quang Nam needs to proactively remove obstacles for power projects.

On the afternoon of November 6, Minister of Industry and Trade Nguyen Hong Dien - Deputy Head of the Standing Committee of the State Steering Committee for important national programs, works and projects, key to the energy sector chaired a direct and online meeting with ministries, branches, localities, Vietnam Electricity Group (EVN) and relevant units on the implementation status of the 500kV Lao Cai - Vinh Yen transmission line project, power grid projects serving electricity import from Laos, and synchronous power grid projects to release capacity of Nhon Trach 3 and Nhon Trach 4 thermal power plants.

Vice Chairman of the Provincial People's Committee Ho Quang Buu and leaders of departments, branches, Nam Giang District People's Committee and Power Project Management Board 2 attended the meeting at Quang Nam bridge.

The 500kV Monsoon - Thanh My transmission line project (in Nam Giang district) has a length of 44.71km of 500kV 2-circuit line from the Monsoon wind power plant cluster (Laos) to the 500kV Thanh My transformer station.

According to the report, up to now, the foundation casting of 87/09VT has been completed, the pole erection of 62/90VT has been completed; 3/28 anchor spans have been pulled, 6 anchor spans are being pulled; 100% of the column foundation and route corridor have been handed over; and the conversion of forest use purposes has been completed.

Regarding difficulties, there are currently 56 households cultivating on land planned for protective forests, the time of land use was before the time of land allocation to the Nam Giang Protective Forest Management Board for management (according to regulations, not eligible for compensation), so when pulling the rope, the households did not agree, affecting the project progress.

The Nam Giang District Urban Land Fund Project Management Board is coordinating with the People's Committees of communes and the Power Project Management Board 2 to count the assets on land of 35 households and review and determine the origin and time of land use of the households according to the conclusion of the Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh (in Notice No. 246 dated July 29, 2024).

For the Dak Ooc 200kV switching station project and the connecting 220kV line, by May 28, 2024, the switching station and the 220kV line, section 4 circuit (phase 1), were energized; the contractor is focusing on erecting poles and pulling wires, striving to complete in November 2024.

Some households have been cultivating the land since before the land was included in the planning of 3 types of forests without compensation or support, so there are still problems with wire pulling construction; many forest trees have fallen, risking affecting the foundation of electric poles...

The meeting also heard reports and discussions from ministries, branches and localities to remove obstacles for power grid projects.

In his concluding remarks, Minister of Industry and Trade Nguyen Hong Dien pointed out that many parts of key power grid projects have not yet met the requirements, including two projects in Nam Giang district, Quang Nam province.

Minister Nguyen Hong Dien requested the People's Committee of Quang Nam province to direct the People's Committee of Nam Giang district to strengthen propaganda and mobilize 56 households in Ta Po commune and Ta Bhing commune who have cultivated land in natural forest land not to hinder the contractor from pulling the wire of the 500kV Monsoon - Thanh My transmission line project.

In case households still obstruct construction due to demands for compensation outside the policy regime, the People's Committee of Quang Nam province directs the People's Committee of Nam Giang district to implement measures according to regulations to ensure the completion of the project as required by the Prime Minister.

Along with that, direct the investor and the People's Committee of Nam Giang district to urgently complete the plan to handle fallen trees and trees at risk of falling on the foundation positions of the 220kV switching station project and the connecting 220kV line, and submit it to the Provincial People's Committee for consideration and decision before November 15, 2024.
