Quang Nam proposes the Government to submit to the National Assembly to promulgate the Law on Vietnamese Ginseng

On June 25, the People's Committee of Quang Nam province said it had just submitted a document to the Prime Minister proposing a number of policies on the Ngoc Linh ginseng development program in the province.

Ngoc Linh ginseng, Vietnam's national treasure

According to this province, Quang Nam is one of two localities (along with Kon Tum province) that has the endemic Ngoc Linh ginseng tree, which is considered a national treasure of Vietnam.

Pursuant to Decision No. 611 of the Prime Minister approving the Vietnam Ginseng Development Program to 2030, with a vision to 2045.

The province has focused on directing the implementation of the Ginseng Development Program in the province and initially achieved positive results.

Currently, Ngoc Linh ginseng has been gradually developing, creating a new look and stable income for people and businesses in the province.

The planning area for this ginseng conservation and development zone of the province has been determined to be more than 15,500 hectares.

In addition, the province is researching the transplanting of this ginseng in some other localities with similar conditions to expand and develop the planting area.

The total area of forest environment for lease to grow Ngoc Linh ginseng is 1,428 hectares, the planting area in the province is more than 1,200 hectares, mainly concentrated in Nam Tra My district, more than 10 enterprises purchase and process Ngoc Linh ginseng.

Proposal to enact law

According to the province, there are some difficulties and problems such as in January 2024, the National Assembly passed Land Law No. 31, which amended a number of articles of the 2017 Forestry Law.

According to the provisions of Clauses 7, 8 and 9, Article 248 of the 2024 Land Law, there are provisions on leasing forest environments in special-use forests, protection forests, and production forests for raising and growing medicinal plants.

However, there are no regulations on procedures for records, regulations on rental periods, rental prices and rental limits for raising, growing, developing and harvesting medicinal plants in special-use forests, protective forests and production forests, as a basis for organizing implementation at the local level.

The People's Committee of this province respectfully requests the Government and the Prime Minister to pay attention and direct central ministries and branches to support some contents.

In which, the Government is recommended to invest in infrastructure of the capital of Ngoc Linh ginseng region, upgrade National Highway 40B (section from Bac Tra My district - bordering Kon Tum province, 45km long, the province bears the cost of compensation and clearance), estimated cost of about 1,500 billion VND.

Investing in building a strategic road to Ngoc Linh ginseng area (60km long), estimated cost of about 911 billion VND.

In addition, it is recommended that the Government has a policy to submit to the National Assembly to promulgate the Law on Vietnamese Ginseng. Call for and attract large corporations to invest in ginseng development in the province such as Vingroup, TH True Milk. Choose a day in the year for Vietnamese people to use Vietnamese ginseng (proposed August 1 every year).

The province also proposed that the Ministry of Agriculture and Rural Development soon pay attention to guiding the hiring of forest environmental services for growing Ngoc Linh ginseng and medicinal herbs according to Article 248 of the 2024 Land Law. The Ministry of Culture, Sports and Tourism agreed to organize the National Ginseng Festival in Quang Nam in 2025.
