On June 25th, the People's Committee of Quang Nam province announced that it had submitted a proposal to the Prime Minister suggesting several policies regarding the development program for Ngoc Linh ginseng in the province.

According to the province, Quang Nam is one of two localities (along with Kon Tum province) that have the endemic Ngoc Linh ginseng plant, which is considered a national treasure of Vietnam.
Based on Decision No. 611 of the Prime Minister approving the Program for the Development of Vietnamese Ginseng until 2030, with orientation to 2045.
The province has focused on directing the implementation of the ginseng development program in the province and has initially achieved positive results.
Currently, Ngoc Linh ginseng cultivation is gradually developing, creating a new image and stable income for people and businesses in the province.
The planned area for the conservation and development of ginseng in this province has been determined to be over 15,500 hectares.
In addition, the province is studying the possibility of transplanting this ginseng to other locations with similar conditions in order to expand and develop the cultivation area.
The total area of forest land leased for cultivating Ngoc Linh ginseng is 1,428 hectares, with over 1,200 hectares planted within the province, mainly concentrated in Nam Tra My district. More than 10 businesses are involved in purchasing and processing Ngoc Linh ginseng.
Proposal to enact a law
According to the province, there are some difficulties and obstacles, such as the fact that in January 2024, the National Assembly passed Law No. 31 on Land, which amends some articles of the 2017 Forestry Law.
According to Clauses 7, 8, and 9 of Article 248 of the 2024 Land Law, the content of leasing forest land in special-use forests, protection forests, and production forests for the cultivation and development of medicinal plants is stipulated.
However, there are currently no regulations specifying the procedures for documentation, rental periods, rental prices, and rental limits for cultivating, developing, and harvesting medicinal plants in special-use forests, protection forests, and production forests, which would serve as a basis for implementation at the local level.

The People's Committee of this province respectfully requests the Government and the Prime Minister to pay attention to and direct central ministries and agencies to provide support on a number of issues.
The proposal recommends that the Government invest in infrastructure for the Ngoc Linh ginseng capital, upgrading National Highway 40B (the section in Bac Tra My district bordering Kon Tum province, 45km long, with the province bearing the cost of land acquisition and compensation), with an estimated cost of approximately 1,500 billion VND.
The investment in constructing a strategic road in the Ngoc Linh ginseng region (60km long) is estimated at approximately 911 billion VND.
In addition, we propose that the Government submit a proposal to the National Assembly to enact a Law on Vietnamese Ginseng. We also call for and attract large corporations such as Vingroup and TH True Milk to invest in ginseng development in the province. We suggest designating a day each year for Vietnamese people to consume Vietnamese ginseng (proposed August 1st annually).
The province also requested the Ministry of Agriculture and Rural Development to promptly provide guidance on leasing environmental services for the cultivation of Ngoc Linh ginseng and medicinal herbs in accordance with Article 248 of the 2024 Land Law. The Ministry of Culture, Sports and Tourism agreed to organize the National Ginseng Festival in Quang Nam in 2025.
