Problems are gradually being resolved

The project to upgrade and expand the storm shelter anchorage area combined with Tinh Hoa fishing port (Quang Ngai city, Quang Ngai province) was approved by the Ministry of Agriculture and Rural Development from 2022 with an area of about 42 hectares.

The project has a total investment of 460 billion VND, of which 400 billion VND is from the central budget, assigned to the Department of Agriculture and Rural Development of Quang Ngai as the investor, with implementation period from 2023 to 2026.

The project to upgrade and expand the storm shelter anchorage area combined with Tinh Hoa fishing port, when completed, will ensure anchorage for more than 1,000 boats.

After completion, the project will ensure that over 1,000 fishing vessels with a capacity of up to 800 CV can anchor, meeting the criteria of a type I fishing port as prescribed. The project's objective is to ensure that fishing vessels of the province and neighboring provinces can safely anchor during the stormy season, form a fishing logistics service area, contribute to socio-economic development, create momentum for the development of the local marine economy and control fishing vessels in the work of preventing and combating illegal, unreported and unregulated (IUU) fishing; the Ministry of Agriculture and Rural Development highly appreciated and allocated central capital to invest in the project.

However, problems in compensation and site clearance have affected the project's construction progress.

According to Vice Chairman of Quang Ngai City People's Committee Nguyen Lam, the biggest problem at present is that the project is being implemented on the foundation of shrimp ponds that have existed for 20-30 years, so the current status no longer exists. Therefore, determining the elevation to create a map to carry out the next steps is difficult, causing the investor and the Management Board of the Quang Ngai City Investment, Construction and Land Fund Development Project to be very confused.

Faced with the situation of land clearance problems, leading to slow disbursement progress, the Department of Agriculture and Rural Development of Quang Ngai has proposed that the Management Board of Investment Projects for Construction and Land Fund Development of Quang Ngai City continue to mobilize to complete the site clearance plan 1, phase 1 with 26 households, the recovered area is nearly 5 hectares.

Despite many difficulties and obstacles in site clearance, up to now, 16 households have been paid a total of nearly 7.5 billion VND, while 11 households have not yet received compensation and support. For these households, the city continues to propagate and persuade households to receive compensation and support to hand over the site to the construction unit.

Construction as soon as the site is available

At a recent working session, relevant units and the People's Committee of Quang Ngai City requested the investor to closely coordinate with the People's Committee in propaganda, mobilizing compensation for site clearance, mobilizing human resources, vehicles, and overtime to speed up construction progress when site clearance is available.

Investors and contractors are speeding up the project's construction progress.

Director of the Department of Agriculture and Rural Development of Quang Ngai Ho Trong Phuong pledged to work with the People's Committee of Quang Ngai City to promptly complete related procedures, promptly complete compensation, site clearance and mobilize human resources, materials, vehicles, and machinery to work overtime to implement the project. Complete the disbursement of the 2024 capital plan allocated for the project according to regulations, especially for central capital sources.

Secretary of Quang Ngai City Party Committee Ngo Van Trong requested the investor, Quang Ngai City People's Committee and Tinh Hoa commune to urgently coordinate to complete necessary procedures, soon complete compensation and site clearance work with the motto of ensuring the interests of the people and the provisions of the law, striving to complete the capital disbursement according to plan.

The Secretary of the Quang Ngai City Party Committee also emphasized that contractors should speed up the project's progress and construction with the motto "construction will begin as soon as the site is available", not allowing prolonged delays.

This is a very important project. When delayed, it makes it difficult for fishermen to anchor and take shelter from storms, affecting the development speed of Tinh Hoa commune and neighboring localities.

Regarding the project's capital, Mr. Ho Trong Phuong, Director of the Department of Agriculture and Rural Development of Quang Ngai , said that the project is still in the implementation period, so the capital allocated by the Ministry of Agriculture and Rural Development in 2024 will not be recovered.

“After completing the current map, the investor will publicly announce and apply compensation prices to the people. The current priority is not disbursement but site clearance for the project. We are coordinating with the People's Committee of Quang Ngai City to speed up the implementation progress. If the site is cleared, the project will be basically completed in 2025 and will be completed before 2027," Mr. Phuong emphasized.
