In response to the recommendations of Binh Son Refining and Petrochemical Company, Quang Ngai leaders directed units to focus on resolving the issues. For issues related to the central authority, the province will prioritize submitting them to competent authorities for resolution.

Quang Ngai Provincial People's Committee resolved the petitions of Binh Son Refining and Petrochemical Company.

On March 20, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien chaired a meeting with Working Group 1252 to resolve recommendations from Binh Son Refining and Petrochemical Joint Stock Company ( BSR ).

Here, BSR representative requested the Provincial People's Committee to report to the Prime Minister to submit to the National Assembly for consideration, amendment and supplementation of a number of mechanisms and policies in the Investment Law 2020. Including the content of adjusting and supplementing the National Oil Refinery and Energy Center, along with important projects related to national security in Dung Quat Economic Zone as subjects of special investment incentives and support.

At the same time, decentralize and authorize the Provincial People's Committee to approve investment policies for investment projects in the National Oil Refinery and Energy Center, important projects related to national security in Dung Quat Economic Zone ; decide to adjust exploitation reserves, extend the mining period, and increase capacity according to the needs of the Dung Quat Oil Refinery Upgrade and Expansion project.

The company also requested the Department of Agriculture and Environment to promptly resolve procedures and applications for land lease with an area of over 368,000 m2 in Binh Thuan and Binh Tri communes (Binh Son) to implement the project investment and construction. At the same time, coordinate with agencies and units to organize auctions of mineral exploitation rights for fill material mines; research and issue specific mechanisms, shorten auction procedures, approve auctions and grant licenses for exploitation of fill material mines; meet the exploitation schedule, serve the construction of the project's leveling items in June 2025.

Authorities, sectors and localities support BSR in carrying out necessary procedures for compensation, site clearance to create clean land fund and organize auction of land planned to build BSR's new headquarters, in Tinh An commune (Quang Ngai city) to select investors.

Regarding the above recommendations, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien assigned the Department of Industry and Trade to coordinate with the Management Board of Dung Quat Economic Zone and the province's industrial parks to supplement the contents related to the Central authority that BSR has proposed to the National Oil Refinery and Energy Center Project. These recommendations should be submitted to the competent authority first to remove difficulties for businesses.

Mr. Tran Phuoc Hien, Vice Chairman of the Provincial People's Committee, directed units to coordinate to resolve problems.

The Vice Chairman of the People's Committee assigned the Department of Agriculture and Environment to coordinate and support Binh Son district to handle the problems related to land and premises that BSR has proposed; coordinate with Quang Ngai City to focus on handling the problem of residential land in Tinh An commune in the direction that BSR proposed and report the progress to the Provincial People's Committee before April 15, 2025.

For the Management Board of Dung Quat Economic Zone and the province's industrial parks, the Vice Chairman of the Quang Ngai Provincial People's Committee coordinated with the locality to review and shorten the time to complete the 1/500 planning for an area of over 40 hectares of the Dung Quat Oil Refinery Upgrade and Expansion Project. The locality reviewed and promptly adjusted the land use planning according to its authority, ensuring the progress of BSR's projects.
