Quang Ngai: Removing obstacles and difficulties at the grassroots level

On the afternoon of September 25, Chairman of the People's Committee of Quang Ngai province Nguyen Hoang Giang and relevant departments and agencies inspected the actual facilities and removed obstacles and difficulties of local authorities in 5 communes: Binh Son, Dong Son, Van Tuong, Binh Minh and Binh Chuong.

These are communes of the former Binh Son district and Dung Quat Economic Zone, Quang Ngai province. After the merger and operation of the two-level government, the communes have made efforts to improve their cadre and civil servant apparatus; achieved basic socio-economic targets; implemented site clearance for many key projects; promoted fisheries exploitation, and attracted investment in coastal tourism.

Agricultural communes are looking for ways to solve the problem of converting to crops with high economic value.

After nearly three months of operation of the two-level local government, communes have encountered many difficulties: lack of specialized staff, especially in the field of land; uneven professional and technical qualifications of staff, making it difficult to approach tasks; low regular expenditure norms at the commune level; insufficient and weak information technology infrastructure; unsynchronized tourism connection infrastructure; and urban planning and development.

Besides, environmental restoration work of soil and rock mines is not guaranteed; mineral management of projects is not strict.

The communes in Dung Quat Economic Zone still have a lot of room for industry, services and trade.

Chairman of the People's Committee of Quang Ngai province Nguyen Hoang Giang requested that localities need to clearly identify their strengths and have solutions to transform them into reality, serving socio-economic development.

Van Tuong, Binh Son, and Dong Son communes have advantages in industry, services, urban areas, and tourism, and need to exploit them to the fullest to attract investment and increase budget revenue; agricultural communes need to select and convert to crops with high economic value.

Besides, communes and regions with the same strengths and potentials connect to develop industry, forming specialized industrial crop growing areas.

Chairman of the People's Committee of Quang Ngai province Nguyen Hoang Giang directed to remove difficulties and solutions for socio-economic development of communes in Dung Quat Economic Zone.

Local authorities of communes need to review the work of ensuring "clear people, clear work, clear responsibilities" to collect budget, disburse public investment, and achieve growth targets.

Communes proactively improve their qualifications and skills to improve the quality of management and implementation of tasks at the grassroots level; tighten land and mineral management; ensure security, national defense and social order and safety.
