These communes were formerly part of Binh Son district and the Dung Quat Economic Zone in Quang Ngai province. Following the merger and the operation of the two-tiered government system, the communes have strived to streamline their administrative apparatus; achieved basic socio-economic targets; implemented land clearance for many key projects; and promoted fisheries exploitation and attracted investment in coastal tourism.

Nearly three months into the operation of the two-tiered local government system, communes have encountered numerous difficulties: a shortage of specialized staff, especially in the field of land management; uneven professional and technical skills among staff, making it difficult to access assigned tasks; low recurrent expenditure quotas at the commune level; inadequate and weak information technology infrastructure; inconsistent tourism connectivity infrastructure; and challenges in urban planning and development.
In addition, environmental restoration at quarries and mines is not adequately ensured; and mineral resource management in projects is not strictly enforced.

Chairman of the People's Committee of Quang Ngai province, Nguyen Hoang Giang, requested that localities clearly identify their strengths and develop solutions to transform them into reality, serving socio-economic development.
The communes of Van Tuong, Binh Son, and Dong Son have advantages in industry, services, urbanization, and tourism, and need to maximize these advantages to attract investment and increase budget revenue; the communes in the agricultural sector need to select and switch to crops with high economic value.
In addition, communes and regions with similar strengths and potential can connect to develop industry and form specialized industrial crop zones.

Local authorities at the commune level need to review and ensure "clear responsibilities, clear tasks, and clear accountability" in order to collect budget revenue, disburse public investment, and achieve growth targets.
Communes are proactively improving their skills and expertise to enhance the quality of governance and task implementation at the grassroots level; tightening land and mineral resource management; and ensuring security, national defense, and social order and safety.
