On the morning of June 21, the National Assembly voted to approve the Resolution on the establishment of a specialized parliamentary oversight delegation for 2025.
Accordingly, the National Assembly has chosen to conduct supreme oversight of the implementation of policies and laws on environmental protection nationwide from the date the Law on Environmental Protection came into effect until December 31, 2024.
The National Assembly assigned Vice Chairman Nguyen Duc Hai as the head of the supervisory delegation. Mr. Le Quang Huy, Chairman of the Committee on Science , Technology and Environment, served as the permanent deputy head of the delegation.
The Deputy Heads of the delegation include: Vu Hong Thanh, Chairman of the Economic Committee, and Le Quang Manh, Chairman of the Finance and Budget Committee.
The Government, the Ministry of Natural Resources and Environment, relevant ministries and ministerial-level agencies; People's Councils and People's Committees of provinces and centrally-administered cities, and relevant agencies, organizations, and individuals are the subjects of supervision.

According to the Resolution, the National Assembly will conduct supreme thematic supervision on environmental protection nationwide to assess the promulgation and implementation of policies and laws on environmental protection.
The focus is on evaluating the implementation of the Law on Environmental Protection, and relevant resolutions of the National Assembly and the Standing Committee of the National Assembly concerning environmental protection; identifying shortcomings, limitations, causes, and responsibilities of agencies, organizations, and individuals; and drawing lessons learned to improve the effectiveness of implementing policies and laws on environmental protection.
Based on this, the supervisory team proposed solutions to improve policies and laws on environmental protection and other related legal regulations, enhance the effectiveness of implementing policies and laws on environmental protection, and hold relevant agencies, organizations, and individuals accountable.
The National Assembly assigns the Standing Committee of the National Assembly to direct the Supervisory Delegation to develop a supervision plan (which specifically identifies the focus of supervision), report outlines, organize implementation, and compile and prepare a report on the supervision results; and to decide on adjustments to the composition of the Supervisory Delegation if necessary, at the request of the Head of the Supervisory Delegation.
Before the National Assembly voted, the Secretary General of the National Assembly, Bui Van Cuong, reported on the acceptance and explanation of opinions from National Assembly deputies regarding the draft Resolution on the establishment of a specialized monitoring team on "The implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect".
Mr. Cuong stated that some opinions suggest that the scope of supervision in the draft Resolution is too narrow compared to the scope of the Environmental Protection Law, and propose adding more supervision content to suit the thematic nature of the National Assembly's supervision.
Another opinion suggested that the scope of supervision should not be limited to this resolution; the focus of supervision should be determined by the supervisory delegation and reported to the Standing Committee of the National Assembly when developing detailed supervision plans and report outlines.
Taking into account the opinions of the National Assembly deputies, the draft Resolution submitted to the National Assembly for approval "does not limit the specific content of supervision to pollution control and household waste management activities."
However, Mr. Cuong also stated that, in order to ensure focused and targeted supervision, based on the actual situation, the Standing Committee of the National Assembly will direct the supervisory delegation to develop a detailed supervision plan with specific contents regarding objectives, scope, content, methods of supervision, and appropriate report outlines.
