On the morning of June 21, the National Assembly voted to pass a Resolution on the establishment of a National Assembly Thematic Supervision Delegation in 2025.

Accordingly, the National Assembly chose to conduct supreme supervision over the implementation of policies and laws on environmental protection nationwide from the time the Law on Environmental Protection takes effect until December 31, 2024.

The National Assembly assigned Vice Chairman of the National Assembly Nguyen Duc Hai as Head of the Supervisory Delegation. Mr. Le Quang Huy, Chairman of the Committee on Science , Technology and Environment, as Permanent Deputy Head of the Delegation.

The Deputy Heads of the Delegation include: Chairman of the Economic Committee Vu Hong Thanh and Chairman of the Finance and Budget Committee Le Quang Manh.

The Government, the Ministry of Natural Resources and Environment, relevant ministries and ministerial-level agencies; People's Councils and People's Committees of provinces and centrally-run cities and relevant agencies, organizations and individuals are the subjects of supervision.

According to the Resolution, the National Assembly conducts supreme supervision on environmental protection nationwide to assess the promulgation and implementation of policies and laws on environmental protection.

The focus is on assessing the implementation of the Law on Environmental Protection, resolutions of the National Assembly and the National Assembly Standing Committee related to environmental protection; pointing out the shortcomings, limitations, causes and responsibilities of agencies, organizations and individuals; drawing lessons to improve the effectiveness of implementing policies and laws on environmental protection.

From there, the monitoring delegation recommended and proposed solutions to improve policies and laws on environmental protection and other relevant legal provisions, improve the effectiveness of implementing policies and laws on environmental protection and handle responsibilities for relevant agencies, organizations and individuals.

The National Assembly assigns the National Assembly Standing Committee to direct the Supervisory Delegation to develop a supervisory plan (which specifically identifies the focused supervision content), reporting outlines, organize implementation and synthesize and develop a report on supervision results; decide to adjust the composition of the Supervisory Delegation if necessary upon request of the Head of the Supervisory Delegation.

Before the National Assembly voted, Secretary General of the National Assembly Bui Van Cuong reported on receiving and explaining the opinions of National Assembly deputies on the draft Resolution to establish a thematic supervision delegation on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect".

Mr. Cuong said that some opinions said that the scope of supervision in the draft Resolution is too narrow compared to the scope of the Law on Environmental Protection, and suggested adding supervision content to match the nature of the National Assembly's supervision.

Another opinion suggested not to limit the content of supervision in this resolution, the focus of supervision is determined by the supervision team and reported to the National Assembly Standing Committee when developing a detailed supervision plan and reporting outline.

In response to the opinions of National Assembly delegates, the draft Resolution submitted to the National Assembly for approval "does not limit the specific content of monitoring activities on pollution control and domestic waste management".

However, Mr. Cuong also said that to ensure focused supervision based on the actual situation, the National Assembly Standing Committee will direct the supervision team to develop a detailed supervision plan with specific contents on the objectives, scope, content, supervision methods and appropriate reporting outlines.
