
By 2030, 100% of local authorities will organize the classification of household waste.
The general objective of the Resolution is to launch a nationwide movement to participate in environmental protection, ensuring regularity, continuity, widespreadness and strong spread; forming a civilized and environmentally friendly lifestyle in the community, contributing to building a bright - green - clean - beautiful living environment.
The resolution sets a target that by 2030, 100% of wards and communes will organize a weekend general public cleaning campaign in residential areas and residential groups; 100% of local authorities will organize the classification of household and individual waste; arrange enough waste collection and collection points that meet technical requirements on environmental protection, and end the illegal dumping and burning of waste in the community; 100% of residential areas and residential groups will have additional content on environmental protection added to their plans.
Also according to the Resolution, 95% of urban household waste and 90% of rural household waste are collected and treated according to regulations; less than 50% of household waste is treated by direct burial compared to the amount of collected household waste; over 50% of unsanitary landfills are renovated and restored; "black spots" of environmental pollution are eliminated; 100% of spontaneous landfills causing environmental pollution are closed, renovated and restored; 100% of localities effectively mobilize resources to invest, build and develop means, equipment, technical infrastructure for synchronous waste classification, collection, recycling and treatment, applying advanced technology, high technology, and environmentally friendly technology.
In order to achieve the above objectives, the Resolution requires the People's Committees of provinces and centrally run cities to synchronously deploy general environmental sanitation campaigns in public areas every Saturday or Sunday in residential areas and residential groups, focusing on cleaning streets, alleys, residential areas; collecting and removing garbage in rivers, lakes, ponds, lagoons, canals, ditches, beaches and drainage systems, creating strong changes, spreading widely in the community about awareness of preserving a bright - green - clean - beautiful environment.

Develop a plan to monitor the classification, collection and treatment of household waste.
In the Resolution, the Government requested the Central Committee of the Vietnam Fatherland Front to direct local Fronts to develop plans to monitor the classification, reception, collection, transportation, and treatment of household waste of organizations and individuals, and not to let waste accumulate, causing public unsanitary conditions and environmental pollution, especially in residential areas, public places, tourist areas, streets, village roads, alleys, canals, lakes, rivers, and coastlines.
Direct the Youth Union to promote its pioneering role, organize youth volunteer teams to collect waste, plant trees, clean public roads, alleys, streets, canals, lakes, rivers, and coastlines; coordinate with schools to organize activities to classify household waste, clean classrooms to be bright - green - clean - beautiful, educate and propagate environmental protection for students.
Direct the Vietnam Women's Union to promote the implementation of the movements "Family of 5 no's, 3 clean's", "Clean house, beautiful alley"; step up propaganda, guidance, and mobilization of members to actively classify household waste, maintain environmental hygiene in families and residential areas.
Direct the Vietnam Veterans Association to strengthen coordination with the government and organizations to mobilize members and people to actively participate in maintaining public hygiene, supervising waste collection in the locality, setting an example, promoting the role of "Uncle Ho's soldiers" in peacetime, creating a spreading effect in the community.
Direct the Vietnam Farmers' Union to step up propaganda and mobilize members and farmers to raise awareness and consciousness about environmental protection, collect waste, pesticide packaging, and livestock waste in the right places; actively participate in general public sanitation movements, clean village roads, alleys, and residential areas. Promote the core role in building and maintaining community models such as "Flower roads, green tree roads", "Green - clean - beautiful - safe villages", "Fields without waste".
Direct the Vietnam General Confederation of Labor to closely coordinate with local authorities to mobilize workers and laborers to participate in general cleaning movements in agencies, enterprises, and factories.
In addition, the Resolution also requires ministries, branches and localities to continue to improve institutional policies on waste management; complete synchronous technical infrastructure for classification, collection, transportation, recycling and treatment of household waste after classification; minimize waste generation; promote waste recycling; treat, improve and restore the environment in areas polluted by waste; strengthen monitoring, inspection, examination and handling of violations.
Before December 31, 2025, ministries, branches and localities shall develop and promulgate programs, action plans and documents assigning the implementation of this Resolution, in which specific objectives, tasks, implementation progress, expected results for each task and the unit in charge of implementation shall be determined, and sent to the Ministry of Agriculture and Environment for synthesis.
