Continuing the agenda of the 8th Session, this morning, the Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Economic Committee, and Deputy Head of the National Assembly's Supervisory Delegation presented the Report of the National Assembly's Supervisory Delegation on the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023.
After watching the video clip, National Assembly delegates discussed in the plenary session the report of the supervisory delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".
Relevant government members provided explanations and clarifications on some issues raised by National Assembly deputies.
Unsustainable development, imbalance between supply and demand.
At its 5th session, the 15th National Assembly adopted resolutions on the National Assembly's monitoring program for 2024 and established a specialized monitoring team on "The implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".
This is considered a challenging monitoring topic; the content and scope of monitoring are broad because the real estate market and social housing involve many different sectors and fields, and relate to the management responsibilities of many ministries, sectors, and localities.
Furthermore, during the monitoring period, there were many changes in policies and laws; the scope of monitoring included not only newly launched projects but also many projects that had been underway for some time; real estate transactions were very diverse, leading to the inability to collect complete and clearly differentiate information and data.
Developing and strictly managing the real estate market, perfecting laws, mechanisms, and policies to ensure the smooth development and operation of the real estate market, promoting housing development, and innovating methods and models for managing and developing social housing are important directions identified in many Party documents.
With the strong attention and guidance of the Party and the State, the promulgation and implementation of policies and laws on real estate management and social housing development have achieved many remarkable results in recent years, effectively contributing to promoting socio-economic development, urban development, and improving the living conditions of the people.
During the period 2015-2023, the real estate market experienced significant development in terms of scale, types, number, capital mobilization methods, and participating entities; creating a large volume of infrastructure for society, helping production, business, and service sectors develop and improving living conditions for all strata of the population, making an important contribution to socio-economic development and economic growth of the country, while also contributing to the implementation of social security policies and gradually meeting the housing needs of the people.
Despite the achievements, the real estate and social housing sector still faces many shortcomings and inadequacies, unsustainable development, and supply-demand imbalances; real estate prices remain high compared to the income of the majority of the population; many urban areas are abandoned; the management of mini-apartments is still inadequate; there are no effective solutions for dealing with old apartment buildings that do not meet living conditions for residents; and many projects encounter obstacles and are delayed in implementation.
