In the morning, National Assembly delegates are expected to hear the presentation and the verification report on the draft Resolution of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City.
The National Assembly also heard the report explaining, receiving feedback, and revising the draft Law on Consumer Rights Protection (amended).
Subsequently, the National Assembly discussed several contentious issues in the draft Law on Consumer Rights Protection (amended).
In the afternoon, National Assembly delegates listened to the presentation and the verification report on the draft Law on the Management and Protection of National Defense Facilities and Military Zones.
Following that, the National Assembly discussed in the plenary session the results of monitoring the resolution of voter petitions submitted to the 4th Session of the 15th National Assembly.

Regarding the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
Recently, the Politburo issued Resolution No. 31-NQ/TW dated December 30, 2022, on the development direction of Ho Chi Minh City until 2030, with a vision to 2045, identifying Ho Chi Minh City as having a particularly important position and role for the Southeast region and the whole country, with the goal to achieve this by 2030.
Resolution No. 81/2023/QH15 dated January 9, 2023, of the National Assembly on the National Master Plan for the period 2021-2030, with a vision to 2050, has determined: “To build and develop Ho Chi Minh City into a dynamic, creative, leading urban area that creates a ripple effect and connects urban regions; capable of competing and integrating regionally and internationally, playing an important role in the urban network of Southeast Asia and Asia”;
"Ho Chi Minh City is the core urban center, the development hub of the entire region; rapidly shifting towards high-quality services, becoming a competitive international financial center in the region; leading in high-tech industries, science, technology, innovation..."
At the working session between the National Assembly Party Committee and the Standing Committee of the Ho Chi Minh City Party Committee on the morning of May 7th, delegates noted that many aspects of the implementation of Resolution No. 54/2017/QH14 were behind schedule and lacked effectiveness.
To achieve the objectives set out in the aforementioned Resolutions, a new Resolution of the National Assembly is required to replace Resolution No. 54/2017/QH14, in order to create conditions for the city to unlock resources, create momentum for development, and maximize the potential and strengths of the city to match its position as the leading economic and social hub of the Southeast region and the whole country.
Regarding the draft Law on Consumer Rights Protection (amended), which the Government submitted to the National Assembly for initial comments at the 4th Session of the 15th National Assembly, it consists of 7 Chapters and 80 Articles.
The draft Law is amended and supplemented based on inheriting the basic provisions of the current Law on Consumer Rights Protection; ensuring compatibility and consistency with the current legal system, international treaties to which Vietnam is a signatory, and closely adhering to the 7 Policies approved by the Government in Resolution No. 48/NQ-CP dated May 6, 2021.
Currently, the draft law is in the process of being reviewed by the lead agency in coordination with the drafting agency and relevant agencies to assist the Standing Committee of the National Assembly in incorporating feedback, revising, and perfecting it to ensure its thoroughness and feasibility before submitting it to the 15th National Assembly for consideration and approval at this 5th session.
Reporting on the results of monitoring the resolution of voters' petitions submitted to the 4th Session of the 15th National Assembly at the opening session of the 5th Session of the 15th National Assembly, Head of the People's Petition Committee Duong Thanh Binh stated that, to date, 99.8% of the petitions have been resolved and answered to voters. He also requested the Government to direct ministries and agencies to review and definitively resolve the petitions currently under processing, ensuring adherence to the schedule.
Besides the achievements, the Head of the People's Petition Committee, Duong Thanh Binh, pointed out some limitations. Accordingly, regarding the collection and compilation of petitions and suggestions from voters sent to the National Assembly, the process has not been carried out within the timeframe stipulated by law.
