National power development plan for the 2021-2030 period, with a vision to 2050

On April 1, 2024, the Prime Minister issued the Plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050 in Decision No. 262/QD-TTg for sectors and localities to use as a basis for implementation.

Planning plays a very important role in orienting the development of the electricity industry in particular and the energy industry in general in the development and integration process of the country, especially in the context of increasingly scarce fossil energy sources.

Based on the direction, orientation and objectives of the VIII Power Plan, the Ministry of Industry and Trade has presided over and closely coordinated with ministries, branches, central agencies and localities in researching, developing and completing the Project Plan for implementing the VIII Power Plan.

The plan to implement the VIII Power Plan complies with current legal regulations, aiming to build a roadmap for effective implementation of programs, projects and plans to meet the set planning objectives, meet the electricity demand for socio-economic development in each period, ensure electricity is one step ahead; strongly implement energy transition from fossil fuels to new energy sources, renewable energy to meet sustainable development and global requirements and trends; identify solutions to attract investment in power development according to the VIII Power Plan during the planning period as well as coordination mechanisms between ministries, branches and People's Committees of provinces and centrally-run cities in implementation.

At the conference, local leaders basically agreed with the Plan to implement the Power Plan VIII. At the same time, they made recommendations, comments, and proposals to consider amending and supplementing detailed content for a number of local projects to complete the plan; and proposed that the Ministry of Industry and Trade clarify a number of contents on the price mechanism and price framework for offshore wind power.

State economic groups proposed a number of contents related to sanctions for handling slow-progressing projects; implementing approval of investment policies and investors of power grid projects...

To successfully implement the VIII Power Plan, the Minister of Industry and Trade requested that central ministries and branches, according to their assigned functions and tasks, urgently study and propose competent authorities to issue regulations on the authority to decide on investment policies for specific power projects, especially large and specific power source projects such as gas power, offshore wind power, etc.

At the same time, research, propose to develop, amend and supplement legal documents, mechanisms and policies related to finance, electricity price mechanisms, and implementation support mechanisms; develop national programs on science, technology, and training of high-quality human resources for the new energy and renewable energy sectors to promote research and development of production technology.

Localities urgently review and adjust provincial planning, ensuring consistency with electricity planning as well as industry planning; review and update local specialized planning and plans such as land use and construction planning to be ready to receive investment projects; urgently select investors of power projects according to investment laws, especially large-scale power projects, baseload power projects and transmission projects, etc.

Corporations, general companies, enterprises in the energy sector and industry associations are responsible for participating in contributing to the drafting of mechanisms and policies; conducting research based on planning and plans to propose power source projects, transmission projects, etc.
