This event commemorates the 80th anniversary of the August Revolution, National Day on September 2nd, and the 80th anniversary of the Traditional Day of the People's Public Security Force (August 19, 1945 - August 19, 2025).
Lieutenant General Tran Quoc To, Deputy Secretary of the Central Party Committee of the Ministry of Public Security, Deputy Minister of Public Security ; and Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House, co-chaired the book launch ceremony.
The ceremony was held online, connecting the Ministry of Public Security's auditorium to local police departments, with the participation of: Mr. Do Trong Hung, Deputy Head of the Central Organizing Committee; Mr. Bui Van Nghiem, Deputy Head of the Central Internal Affairs Committee ; Ms. Doan Thi Tuyet Nhung, Deputy General Director of the Vietnam News Agency; representatives of leaders from central and local departments, ministries, and agencies; and representatives of leaders from police units and localities...
The People's Police officer has become a beautiful symbol.
During his lifetime, President Ho Chi Minh instructed: "The Vietnamese police are people's police, originating from the people, relying on the people to work, and fighting for the people." He affirmed that close ties with the people are not only the source of strength but also a vital condition for the survival of police work.
Imbued with President Ho Chi Minh's teachings and implementing General Secretary To Lam's directive: "When the people need us, when the people are in difficulty, the police are there," every officer and soldier of the People's Public Security today always upholds a high sense of responsibility, cultivates political fortitude and moral character, and constantly strives for the peaceful and happy lives of the people.
Speaking at the ceremony, Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House, stated that historical practice has proven that the support, trust, and active participation of the people are the decisive factors in all the successes of police work under the leadership of the Party.
To gain that trust and valuable support, the People's Public Security force has always upheld its revolutionary nature, constantly mobilizing, persuading, encouraging, and creating favorable conditions for the people to actively participate in activities to maintain security and order, becoming increasingly self-aware and effective.
Through their close ties with the people, the image of the People's Public Security officer has become a beautiful symbol in the hearts of the people, a force that originates from the people and serves the people.
With nearly 300 pages, the book is a rich collection of stories, documents, and authentic and moving images about the silent yet immense contributions of the People's Public Security Force throughout the history of the revolution, especially in peacetime. From police officers in remote areas to soldiers on duty day and night at the front lines in the fight against the COVID-19 pandemic, natural disasters, and floods... all are depicted as vivid images of courage and the spirit of serving the people.

Deputy Minister of Public Security Tran Quoc To affirmed that in recent years, under the absolute and direct leadership of the Party in all aspects, the management of the State, and the directives of General Secretary To Lam in the work of protecting national security and ensuring social order and safety, implementing the motto "When the people need help, when the people are in difficulty, the police are there," the People's Public Security force has achieved many great and groundbreaking achievements, creating a strong mark.
The Central Party Committee of the Public Security Ministry and the Ministry of Public Security directed the compilation of the book "When the People Need It, When the People Are in Difficulty, the Public Security Force Is There" to promote, disseminate, and deeply engrave the glorious achievements and successes of the People's Public Security Force in the cause of building and protecting the Fatherland, for the peaceful and happy lives of the people, and to demonstrate the determination to continue effectively implementing the Party's guidelines and policies, the State's laws and regulations, and the directives of General Secretary To Lam regarding the work of ensuring security and order and building the People's Public Security Force, meeting the requirements and tasks in the new situation.
Mr. Tran Quoc To emphasized:
"This book is a distillation of images and stories that show that whenever the people face difficulties or need help, the image of the People's Public Security officer appears on the front lines, in storms, floods, natural disasters, epidemics, or in dangerous situations to protect the lives and property of the people and maintain peace and security."
The book authentically portrays the spirit of the People's Public Security Force in being close to the people, understanding the people, and serving the people; it clearly shows the "blood and flesh" relationship between the police and the people.
The book also serves to express gratitude and acknowledge the contributions, sacrifices, losses, and unwavering dedication of the People's Public Security officers and soldiers over the years in fulfilling their duties of ensuring security and order, serving the Fatherland, and serving the people."
In the coming period, to continue to instill and effectively implement the motto "When the people need help, when the people are in difficulty, the police are there," Deputy Minister Tran Quoc To suggested that Party committees, leaders, and commanders of the police at all levels should pay attention to and use appropriate methods to disseminate the content and significance of the book to officers, soldiers, and the people.
"Every officer and soldier of the People's Public Security Force should take the stories and examples in this book as motivation for self-improvement and cultivation; to be close to the people, to be intimately connected with the people, to respect the people, to listen to the opinions and aspirations of the people, to wholeheartedly and diligently serve the Fatherland and the people, and to thoroughly understand and effectively implement the motto 'When the people need us, when the people are in difficulty, the police are there'," the deputy minister emphasized.
