
Principles and criteria for product selection
Reporting at the meeting, Deputy Minister of Science and Technology Bui The Duy stated that, based on the directives of the Central Steering Committee, the Ministry of Science and Technology has closely coordinated with ministries, sectors, localities, businesses, organizations, and the National Advisory Council to determine the objectives, principles, and criteria for selecting priority strategic technology products.
Accordingly, strategic technology products prioritized for immediate deployment must meet the following principles: urgency; the potential for rapid success and widespread impact; willingness of businesses to participate; direct contribution to socio -economic development; and priority given to products with the potential for commercialization within 2025. In other words, these must be products that are "ready for immediate use," creating tangible results rather than remaining merely long-term research projects.
Regarding selection criteria, the Ministry of Science and Technology proposed three main groups of criteria. Firstly, the product must contribute to solving the country's "major problems": serving the goal of high growth, increasing labor productivity, ensuring national defense, security and social welfare, and being linked to the requirements of governance reform from the central to local levels.
Secondly, in terms of competitiveness, the product needs to be able to replace imports, have export potential, a sufficiently large market size, and the ability to commercialize early.
Thirdly, in terms of technological mastery, products must be based on the ability to master design, system integration, and core technologies, ensuring a high percentage of value created by Vietnam in the product and service chain.
Based on Decision 1131/QD-TTg and the initiatives in Plan No. 01-KH/BCĐTW, the Ministry of Science and Technology has finalized the proposal for the list of strategic technology products to be implemented in 2025 and the group of priority products for immediate implementation.
Specifically, the strategic technology product group to be deployed in 2025 includes: a large-scale language model and Vietnamese virtual assistant; 5G mobile network systems and equipment; AI edge processing cameras; blockchain platforms for traceability and digital assets; autonomous mobile robots; and unmanned aerial vehicles (UAVs). These are areas that converge three elements: connection to digital infrastructure and the digital economy, early commercialization potential, and strategic significance for labor productivity, security, safety, and national competitiveness.

In his concluding remarks, after hearing the report from the Ministry of Science and Technology and the opinions of other ministries, sectors, and localities, Deputy Prime Minister Nguyen Chi Dung highly appreciated the Ministry of Science and Technology's systematic and scientific implementation of the task; and basically agreed with the principles and criteria used as a basis for analyzing, evaluating, and selecting priority strategic technology products.
The Deputy Prime Minister emphasized that the selected products must be "spot-on and right": meeting the right needs, prioritizing the right priorities, being immediately implementable, focusing on key areas, and creating genuine breakthroughs. A scattered selection process, without specific targeting of problems, locations, and resources, will disperse efforts and reduce policy effectiveness.
In particular, the Deputy Prime Minister emphasized the requirement to master core technologies. Among the many businesses actively registering to participate, large enterprises with extensive experience and research and development capabilities should be prioritized and given pioneering and leading roles. The goal is not just "applying technology," but mastering everything from design and system integration to building a product-service ecosystem, thereby creating a stronger position for Vietnamese businesses and technology in the market.
Emphasizing the competitive factors both domestically and internationally, the Deputy Prime Minister stated that the selection of strategic technology products must be linked to the readiness of businesses and their long-term development vision for the international market, in order to catch up, keep pace, and gradually rise in certain areas. At the same time, the selected products must have the ability to immediately impact production, labor productivity, economic growth, and social welfare, creating concrete and measurable results.

The Deputy Prime Minister assigned the Ministry of Science and Technology to lead and coordinate with other ministries and agencies in continuing to research, select, and implement strategic technology products linked to solving specific problems in each sector. Initially, focus should be placed on the industrial and agricultural sectors – where the pressure for technological innovation related to production, processing, distribution, and markets is very high – and then expand to education, healthcare, and other fields. Ministries and agencies must proactively analyze and assess needs, and develop appropriate "orders" based on their specific characteristics and development orientations, avoiding a passive and waiting attitude.
Strategic technologies for sustainable development
The meeting on selecting priority strategic technology products took place in the context of the issuance of the List of 11 strategic technology groups and 35 strategic technology product groups, and the ongoing refinement of the institutional framework for science, technology, and innovation. Clearly defining the principles, selection criteria, and priority product list is a necessary step to shift from a strategic vision to specific programs and projects with roadmaps, objectives, and responsibilities.
From now until the coming years, as ministries, sectors, and businesses continue to base their plans, projects, and coordination mechanisms on the directions established at this meeting, the requirement that "strategic technology products must boost value and create breakthroughs immediately" will serve as both a selection criterion and a measure of results. This is also a way to ensure that national resources are concentrated on key sectors, contributing to increased labor productivity, competitiveness, and resilience of the economy, serving the goal of rapid and sustainable development in the new phase.
