Flood warnings issued on several rivers.

Monitoring data shows that the water level on the Cau River at the Luong Phuc hydrological station (Soc Son district) has now reached 7.27m, which is 0.27m above alarm level II. On the Ca Lo River, at the Manh Tan hydrological station (Dong Anh district), the measured water level has also exceeded alarm level I.

Meanwhile, water levels on the Bui River at the Yen Duyet hydrological station (Chuong My district) and the Tich River at the Vinh Phuc and Kim Quan hydrological stations, in the sections flowing through Thach That and Quoc Oai districts, are also rising rapidly and will soon approach the warning level.

Alarmingly, the weather forecast from the Northern Delta and Central Highlands Regional Hydrometeorological Station warns that from now until the night of August 25th, Hanoi will continue to experience moderate to heavy rain. Rainfall amounts will generally range from 40 to 70 mm, with some areas exceeding 100 mm. This will cause river levels to rise even further.

According to Dao Quang Khai, Deputy Head of the Hanoi Department of Water Resources and Disaster Prevention, the rising water levels in the rivers pose a risk of flooding in low-lying areas and residential areas along the riverbanks, especially the Bui and Tich rivers.

In fact, thousands of households in Chuong My and Quoc Oai districts were severely affected by flooding that occurred in late July and early August 2024. This was a time of heavy and prolonged rainfall, causing the water levels of the Bui and Tich rivers to rise above alarm level III, overflowing dikes and flooding residential areas along the riverbanks.

Proactive response to rain and floods.

According to Pham Duc Luan, Director of the Department of Dike Management and Disaster Prevention ( Ministry of Agriculture and Rural Development ), in response to the heavy rainfall, the unit advised the Ministry to issue Document No. 6300/BNN-DD on responding to heavy rain in the Northern region (including Hanoi), and a document on strengthening patrol and guard work to ensure dike safety.

 

During the prolonged heavy rains in late July and early August 2024, Hanoi recorded two cases of people being swept away by floodwaters in Quoc Oai and Chuong My districts. Thousands of households in riverside areas also experienced prolonged flooding for weeks…

Accordingly, the Ministry of Agriculture and Rural Development requested Hanoi and other localities to closely monitor weather forecasts and warnings regarding heavy rain, flooding, flash floods, and landslides; and to promptly and fully inform all levels of government and the public so that they can proactively prevent, respond to, and minimize damage.

Deputy Director of the Hanoi Department of Agriculture and Rural Development, Nguyen Van Quyen, specifically noted that due to the continued heavy rain, water levels in rivers are expected to change rapidly and rise. Therefore, riverside localities need to proactively respond with the highest level of vigilance; they must absolutely not be complacent about the flood situation.

“Currently, the Department is directing localities along the river to focus on deploying rapid response forces to inspect and review residential areas along rivers and streams, low-lying areas, and areas at high risk of flooding, in order to proactively organize the relocation and evacuation of people in dangerous areas to safe places…” – Mr. Nguyen Van Quyen said.

The Hanoi Department of Agriculture and Rural Development also requested that localities organize patrols, control, support, and guidance to ensure safe traffic for people and vehicles, especially at underpasses, overflows, areas with deep flooding, areas with strong currents, and areas where landslides have occurred or are at risk of occurring.

Along with deploying personnel, supplies, and equipment to address incidents and ensure smooth traffic flow on major transportation routes during heavy rains, units are also deploying standing forces to be ready with flood prevention plans and ensure dike safety according to the alert level.
