
Accordingly, the Ministry of Construction requires agencies and units to closely monitor, regularly and continuously update developments, proactively direct and deploy measures to respond to heavy rains, floods, landslides, and flash floods in a timely and effective manner, with the motto of proactive prevention "early, from afar" and response at the highest and most drastic level, putting the goal of ensuring people's safety first and foremost.
Agencies and units prepare forces, means, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to all situations, especially in areas at risk of being isolated.
The Vietnam Road Administration directed road management units to prepare adequate spare materials, arrange machinery, equipment and human resources in key locations that are frequently subject to landslides to proactively overcome and ensure traffic in the fastest time, especially on key national highways in the affected areas.
Vietnam Road Administration directs Road Management Areas to coordinate with Departments of Construction and local authorities to review and complete scenarios, response plans, remote traffic organization and diversion, assign guards, install buoys, barriers, and signals at flooded locations, overflow tunnels, broken roads, and landslides; control traffic, proactively regulate traffic; prohibit roads at dangerous locations (overflow tunnels, bridges, ferries, etc.) on national highways in areas affected by floods and storms, and resolutely not allow people and vehicles to enter these locations to ensure traffic safety for people and vehicles.
The Vietnam Railway Authority and Vietnam Railway Corporation direct railway management and maintenance units to continue strictly implementing patrol and guard regimes at key works and locations, key areas such as bridges and weak roads that are prone to flooding; areas prone to flash floods, steep mountain passes with falling rocks and landslides, and railway areas downstream of dikes, irrigation dams, and reservoirs.
The railway sector has directed units to concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time. There are plans to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in sections where trains must stop.
On the aviation side, the Civil Aviation Authority of Vietnam directed units to strengthen inspections of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.
The Department of Construction Infrastructure advises on directing and guiding localities to review and inspect the drainage system of urban areas to ensure effective flood prevention; inspect measures to ensure safety for technical infrastructure headworks and technical infrastructure systems in urban areas to ensure safety of the power grid to operate and supply clean water to flooded areas.
The Department of Economics - Construction Investment Management directs Project Management Boards, investors, contractors, and related units to ensure construction safety and prevent landslides during heavy rains and floods; at the same time, deploy response work to heavy rains, floods, landslides, flash floods, promptly overcome construction incidents, and coordinate to ensure smooth traffic on routes that are both under construction and in operation.
For the Department of Construction of localities, there must be a plan to handle traffic congestion on the roads under their management, ensuring smooth traffic, especially on national highways under decentralized management and routes serving rescue and relief work to prepare for heavy rains, floods, landslides, and flash floods.
Local levels and sectors closely coordinate with Road Management Areas and road, railway and waterway management and maintenance units to proactively handle incidents caused by heavy rain, floods, landslides, flash floods, and to divert and ensure traffic on roads and waterways under their management; coordinate with the road and railway sectors in transport management, to increase tonnage, and transfer passengers and goods when required.
