SBA connects the business community.

Recognizing the private sector as a crucial driving force of the economy, the Provincial Business Association (SBA) is gradually asserting its role as a bridge, representing the voice of the business community, and contributing to creating new impetus for economic growth.

Partnering with businesses

In 2025, the process of receiving and handling business registration procedures saw a significant improvement. According to the Department of Finance, the province processed over 5,000 applications, an increase of over 200% compared to the same period; established 2,300 new businesses and affiliated units, an increase of 270%; and 202 businesses resumed operations, an increase of 133%. These indicators demonstrate the province's efforts in administrative reform and support for the private sector.

Mr. Nguyen Quoc Khanh, Chairman of the Provincial Business Association, said: The Association coordinates with departments, agencies, and local authorities through its branch system, conducting on-site surveys and receiving information through multiple channels. During the year, the SBA issued 9 documents with 42 groups of recommendations focusing on land, planning, credit, taxes, finance, investment in construction, administrative procedures, etc. These recommendations were compiled and sent to the competent authorities, and their resolution was monitored to ensure timeliness and effectiveness. Dialogue activities were implemented in diverse ways, such as meetings between the Chairman of the Provincial People's Committee and the SBA; integrated into SBA Executive Board meetings, and at business meetings on Vietnamese Entrepreneurs' Day (October 13th)...

A new initiative for 2025 is that SBA leaders will directly participate in six dialogue conferences at the commune and ward levels, where many obstacles arise and project progress is affected. This will help the Association gather accurate information, reflect the needs of businesses, and improve the effectiveness of protecting members' rights. In addition, SBA will focus on enhancing business management capacity through training courses organized by the Vietnam Federation of Commerce and Industry, the Vietnam Consumer Goods Development Association, and the Provincial Investment, Trade and Tourism Promotion Center. The content will focus on digital transformation, human resource management, taxation, insurance, market development, and innovation. SBA will also encourage businesses to adopt electronic identification, electronic invoices, cashless payments, digital signatures, and management software to optimize costs.

Ms. Chu Thi Kim Oanh, Deputy Director of BHL Son La Food Processing Joint Stock Company, shared: In 2025, the company will complete the BHL Son La Modified Starch Processing Plant, with a capacity of 300 tons/day and night, 2 production lines, creating more than 1,000 product codes under 5 main lines, supplying the Vietnamese and Chinese markets and aiming for international markets. During the implementation process, the enterprise received close support from the province and relevant departments, facilitating investment, construction, and operating license procedures. The enterprise currently provides employment for nearly 200 workers, with an income of approximately 8 million VND/person/month.

Mr. La Van Phong, Director of Quynh Nhai Travel Joint Stock Company in Quynh Nhai commune, affirmed: "The policies and mechanisms issued, the promotional programs, and the business dialogues organized regularly, along with the gradual resolution of difficulties and obstacles faced by businesses... have become a foundation, adding confidence and motivation to affirm that tourism is an important economic sector."

Leveraging its role as a bridge to improve policies.

Over the past year, SBA participated in providing feedback on 98 draft documents of the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, and various departments and agencies. The content focused on policies directly related to production and business activities, such as support levels under Decree 112/2024/ND-CP; management of construction on rice land; land surveying and certification standards; land product monitoring; and feedback on the draft resolution amending the 2013 Constitution...

The Association also participates in major consultative conferences and workshops such as the summary of Resolution 19-NQ/TU on the development of Party organizations in enterprises; the announcement of the 2024 DDCI index; workshops on human resource training according to market needs; and workshops on the development of coffee cultivation in Son La. The opinions of the SBA are highly appreciated for their practical relevance and feasibility in implementation. From July 1, 2025, the SBA will be transferred to the direct management of the Vietnam Fatherland Front Committee of the province according to Decree 126/2024/ND-CP, expanding its scope of activities and strengthening its role in social supervision and criticism. Currently, the Association has 11 regional branches, 7 member organizations, with 860 members.

Thanks to the support of businesses, the province's socio-economic development is expected to achieve many positive results in 2025. GRDP is estimated at over 38,990 billion VND, an increase of 8.03%, exceeding the set target; budget revenue is estimated at 5,200 billion VND, reaching 115.56% of the projected amount; the investment environment continues to improve; the province approved 39 new investment project proposals with a total registered capital of 22,107 billion VND, a 12.7-fold increase compared to 2024.

Mr. Truong Manh Thang, Deputy Director of the Department of Finance, commented: The province has made many efforts to reform administrative procedures, implement digital government, and support businesses, but there are still delays in responding to some requests, and some procedures have not been fully resolved. Therefore, in the coming time, the province will continue to promote dialogue, administrative reform, and increase the effectiveness of inter-sectoral coordination. The province is also recommended to focus on vocational training linked to business needs; support small and medium-sized enterprises in accessing preferential capital; create clean land for industry, trade, and services; develop high-tech agriculture, renewable energy, community tourism... in order to create breakthroughs for the private economy and make an important contribution to the province's GRDP.

Creating a favorable environment for business development is a continuous task requiring the synchronized involvement of the government, the SBA, and the business community and entrepreneurs. With a determination to innovate, improve the quality of governance, and foster responsible partnerships with businesses, Son La aims to build a transparent and open investment environment, promoting strong development of the private sector and contributing to green and sustainable growth.
