On March 22nd, in Hanoi , the National Data Association (NDA) officially launched and successfully held its First National Congress for the first term (2025-2030). General Secretary To Lam and Prime Minister Pham Minh Chinh attended the Congress.
Also attending the Congress were Politburo member, Secretary of the Central Committee of the Party, Chairman of the Central Inspection Committee Nguyen Duy Ngoc; Politburo member, Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Committee Phan Dinh Trac; Politburo member, General Luong Tam Quang, Minister of Public Security , along with 200 official delegates representing nearly 400 member organizations and individuals participating in the Association.
The National Data Association was established under Decision No. 10/QD-BNV dated January 10, 2025, of the Ministry of Interior, with the mission of connecting management agencies, businesses, organizations, and individuals operating in the data sector. The Association aims to build a robust data ecosystem, contributing to the development of the digital economy and increasing the value of data in the national economy.
Successfully organizing the first National Data Association Congress is a significant event, marking a step towards consolidating the organization, orienting activities for the next five years, and demonstrating the Association's pioneering role in implementing Resolution 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.
At the Congress, delegates heard the announcement of the Decision to establish the Association; a summary report on the establishment process; the Association's Charter; and the draft guidelines and tasks for the 2025-2030 term. The National Data Association's Executive Committee, comprising 62 members, was introduced; the Association's Standing Committee, consisting of 7 members, was chaired by General Luong Tam Quang, Member of the Politburo and Minister of Public Security; and the first term's Inspection Committee was also introduced.
Speaking at the Congress, General Luong Tam Quang emphasized: The Association will be a bridge between businesses, building a diverse and stable data ecosystem, meeting the requirements of sustainable digital transformation in all fields, creating a foundation to bring the country into a new digital era.
During its first term, the Association will focus on four key tasks: Coordinating with relevant agencies, associations, and organizations to disseminate national policies and laws on data; contributing opinions to relevant legal documents; proposing and advising competent state agencies on issues related to the development of the data industry; and supporting relevant agencies when requested.
In his keynote address at the Congress, General Secretary To Lam stated that we are living in the digital age, where data has become a vital resource and means of production, a new kind of "oil," even the "blood" of the digital economy. And reality shows that digital transformation, with data at its center, is fundamentally changing how we live, work, and develop. Therefore, the Party and State have recognized the importance of data early on, and most recently, the Politburo issued Resolution No. 57, clearly defining data as the center of digital transformation and a crucial driving force for development. The resolution also outlined pilot policies, creating an initial legal framework for promoting the development and exploitation of data. However, according to the General Secretary, we also need to frankly acknowledge that data management and exploitation in Vietnam still have many shortcomings. In this context, the establishment of the National Data Association is of paramount importance, serving as an "extension" of the Party and State, and a "pioneering banner" in implementing Resolution 57, transforming Vietnam into a digital nation that develops based on data.
With that spirit in mind, General Secretary To Lam suggested that in the coming period, the Association should focus on proposing improvements to the legal framework for data, creating conditions for data flow, connection, sharing, and maximum exploitation, while still ensuring data security, safety, and sovereignty. It should play a core role in building, developing, exploiting, and enriching national data, focusing on four main pillars: people, location, activity, and objects.
“We must proactively and actively apply, master, and move towards self-reliance in core data technologies, especially artificial intelligence (AI), big data, blockchain, and cloud computing. I particularly emphasize the role of the Association in several key programs and initiatives, developing the Data for Sustainable Development market, building a national data market, and deploying a Data Platform to serve research, development, startups, innovation, and provide data-related products and services for socio-economic development. We need to build a national open AI platform to help businesses easily access AI applications and disseminate data literacy to all citizens, raising awareness, knowledge, and skills about data for the whole society, especially regarding the importance of protecting personal data and complying with legal regulations,” the General Secretary emphasized.
The General Secretary also requested that, during this term, the Association must find solutions to strengthen its self-reliance in data technology, prioritizing, encouraging, and creating mechanisms for "Make in Vietnam" data technology products to compete fairly in the market. In addition, it is necessary to support the development of advanced data infrastructure, including data centers invested in by the State and private enterprises.
“We need to strengthen international cooperation, learn from experience, attract resources, and participate in global data initiatives. We must build effective enforcement and monitoring mechanisms. State agencies, with the Ministry of Public Security, the Ministry of Science and Technology, and several related ministries playing a leading role, need a more rigorous and synchronized monitoring system based on the strong application of digital technology to ensure that legal regulations are fully complied with,” the General Secretary said.
