Early completion of standards as a basis for implementing high-speed railway projects

On the morning of October 21, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting with a number of ministries and branches to listen to reports on the promulgation of regulations, standards and contents related to the high-speed railway project on the North-South axis.

Reporting at the meeting, Deputy Minister of Construction Bui Xuan Dung said that from April 2025 to now, specialized units and experts have collected and synthesized 457 specialized railway standards for consideration and application to the North-South high-speed railway project (including 202 Vietnamese standards, 137 European standards, 118 Chinese standards). In addition, technical standards according to Vietnamese standards on survey, testing, construction materials... currently applied to the road sector, are also applied to high-speed railway projects.

On that basis, the Ministry of Construction has coordinated with the Ministry of Science and Technology to develop and complete the draft of 37 sets of Vietnamese standards on the basis of international standards (ISO). These are general standards not directly related to the core technologies of high-speed railways.

It is expected that before October 30, the Ministry of Construction will issue 37 sets of Vietnamese standards equivalent to ISO.

After the Government decided to select technology for high-speed railway, in addition to 37 sets of Vietnamese standards issued on the basis of ISO equivalent, the high-speed railway project on the North-South axis was allowed to directly apply the standards of the country transferring the technology to the main items, ensuring synchronization with the selected technology and meeting the safety and quality requirements of the project, in which, priority should be given to applying international standards to the maximum.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the Vietnamese standards equivalent to ISO are the management basis for the entire project from survey, design, construction... to signal information equipment, locomotives, and carriages.

The Deputy Prime Minister requested the Ministry of Construction and the Ministry of Science and Technology to urgently complete and promulgate Vietnamese standards equivalent to ISO, in accordance with the Prime Minister's direction, as a basis for implementing the next steps of the North-South high-speed railway project.

At the meeting, the Deputy Prime Minister also heard a report on the development of legal documents and projects related to the North-South high-speed railway project; the preparation of a feasibility study report; site clearance and relocation of technical infrastructure; selection of investment forms and investors; and specific mechanisms and policies applicable to the project...
