On the morning of November 20, in Hanoi , the 14th Presidium Conference (13th term) took place with a focus on discussing preparations for the 14th Congress of the Vietnam Trade Union, scheduled to be held in June 2026.
The conference was chaired by Mr. Nguyen Dinh Khang, member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front , President of the Vietnam General Confederation of Labor, with the participation of the Standing Committee and Vice Presidents of the General Confederation of Labor, and representatives of the Central Party Building Committees.
In his opening speech, Chairman Nguyen Dinh Khang emphasized that this is the first Congress to be implemented under the new organizational model, with a shorter preparation time compared to previous terms, requiring high concentration and effort from the advisory departments. He asked the members of the Presidium to carefully study the draft Political Report and the draft amendments and supplements to the Charter of the Vietnam Trade Union, in order to perfect the content before submitting to the Congress.

Regarding the draft report, the conference focused on evaluating the results of implementing the Resolution of the 13th National Congress for the period of 2023-2025, and at the same time identifying 5 lessons learned, 10 groups of targets and 3 breakthroughs for the term of 2026-2031. Chairman Nguyen Dinh Khang asked delegates to pay special attention to the report title, goals, targets, tasks and solutions, in order to accurately reflect the reality and development orientation of the trade union in the coming time.
The draft revised and supplemented Charter of the Vietnam Trade Union presented by the conference includes a Preamble, 10 chapters, 47 articles, one chapter less and two articles more than the current Charter; of which 18 articles remain, one chapter including six articles on trade unions at the grassroots level is removed, eight new articles are added and 21 other articles are amended. This revision aims to concretize the Constitution, laws and the Party's guiding viewpoints, while meeting practical requirements, overcoming shortcomings and improving the effectiveness of grassroots trade unions, especially in communes, wards and special economic zones.
At the conference, delegates thoroughly discussed the structure, layout of the Charter, functions, tasks, authority and operating mechanism of the trade union to ensure feasibility and similarity with other socio-political organizations. At the same time, members of the Presidium commented on the Draft Report of the XIII Executive Committee to the XIV Congress, the Report on the organization of the VIII Executive Committee Conference, the Report on the allocation of official delegates, as well as the Regulations on allowances for trade union officials at all levels, replacing Decision No. 5692/QD-TLĐ dated December 8, 2022.
Chairman Nguyen Dinh Khang emphasized: “Although the contents of the meeting are not many, they are extremely important. Delegates need to promote a sense of responsibility, carefully study documents, discuss and contribute ideas to ensure the quality and effectiveness of the conference.” Through the conference, the preparation work for the 14th Congress of the Vietnam Trade Union was initially assessed to ensure progress and quality, reflecting innovation and determination to improve the effectiveness of trade union organizations in the coming time.
