Strengthening security, order and traffic safety during the National Day holiday September 2

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 84/CD-TTg dated August 30, 2024, on strengthening the work of ensuring security, order, traffic safety, fire prevention and fighting, and food safety during the National Day holiday on September 2nd.

Official dispatch sent to Ministers of ministries, Heads of ministerial-level agencies; Heads of government agencies; National Traffic Safety Committee; Chairpersons of People's Committees of provinces and centrally-administered cities.

The official dispatch stated that, under the centralized and unified leadership of the Central Party Committee, the National Assembly, the Government, and the Prime Minister, and with the joint efforts and solidarity of the people and businesses, the socio-political situation is basically stable, and social order and safety are ensured. However, this year's National Day holiday on September 2nd lasts for 4 days, and it is predicted that the demand for travel, consumption, visiting relatives, tourism, and service use will increase, potentially leading to complex risks regarding security, order, criminal offenses, social vices, fires, explosions, accidents, traffic congestion, food safety issues, etc. Therefore, to ensure that the people have a joyful, safe, and healthy National Day holiday on September 2nd, the Prime Minister requests:

Ministries, sectors, and localities organize forces and resources for regular on-call duty and effectively implement the Prime Minister's directives on ensuring security, order, fire prevention and control, traffic safety, and food safety, focusing on Decision No. 38/QD-TTg promulgating the Action Program to implement Conclusion No. 15-KL/TW on continuing to implement Directive No. 46-CT/TW on strengthening the Party's leadership over security and order in the new situation; Directive No. 01/CT-TTg on strengthening fire prevention and control in the new situation; Telegram No. 81/CD-TTg on ensuring traffic order and safety during the National Day holiday on September 2nd and the peak month for traffic safety for students going to school; Telegram No. 44/CD-TTg on preventing and handling food poisoning…

The Ministry of Public Security has directed that the situation be thoroughly monitored to avoid being caught off guard or surprised, and that forces and resources be mobilized to attack and suppress all types of crime, crack down on social evils, especially high-tech crimes, organized gambling, gambling, organized illegal drug use, and crimes exploiting places of commemoration, festivals, tourist destinations, businesses with security and order requirements, bus stations, train stations, airports, and shopping centers…

Strengthen propaganda, guidance, and correction of compliance with regulations on fire safety, especially at facilities and structures with fire and explosion risks when large numbers of tourists gather, attending commemorative activities, and in multi-story apartment buildings, individual houses with many apartments, rental properties, and mixed-use residential and business premises.

Actively direct the police forces in all units and localities to strengthen the handling of violations of traffic order and safety, violations related to alcohol levels, and acts of disturbing public order; ensuring smooth traffic flow during the holiday period.

The Ministry of Transport directs the ensuring of capacity, quality, and safety of passenger transport operations by road, rail, water, and air; strictly implements regulations, standards, and procedures on security and safety; develops plans to ensure order and safety; promptly handles and resolves congestion in and around airports; and strengthens measures to ensure safety in waterway transport.

The Ministry of Health directs the serious and decisive implementation of tasks and solutions to prevent food poisoning, especially in large cities, tourist areas, tourist destinations, and collective dining halls; strengthens surprise inspections; resolutely suspends the operation of production and business establishments and recalls products that do not meet food safety standards in accordance with regulations; and strengthens the organization of inspections on food safety assurance in key localities.

The Ministry of Information and Communications, in coordination with the Central Propaganda Department, directs news agencies, newspapers, and media outlets to intensify the dissemination of skills, knowledge, and laws ensuring security and order, fire prevention and control, traffic safety, and food safety.

The People's Committees of provinces and centrally-administered cities are responsible to the Prime Minister for ensuring security, safety, social order, and food safety so that people can enjoy the Independence Day holiday with peace of mind, and are directed to focus on instructing relevant agencies and units:

Actively monitor the situation and resolutely prevent any security and order complications; develop and implement plans and strategies to ensure the maintenance of security and order in the area. Strengthen the dissemination of knowledge and skills, combined with inspections and strict handling of violations of fire and explosion safety regulations, resolutely preventing fires and explosions that cause serious consequences to people and property; encourage the public to avoid social vices, and promptly detect, prevent, and strictly handle cases of violations.

Promote and encourage the public to strictly abide by traffic safety laws; strengthen patrols and inspections, and strictly handle violations; develop plans for safe and smooth traffic flow.

Strengthen inspection and enforcement efforts, and strictly handle organizations and individuals violating food safety laws within the managed area, especially small-scale food production and business establishments, street food vendors, food service businesses, food safety at markets, and other entities under the assigned management levels.

The Standing Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Minister Tran Hong Ha, and Deputy Prime Minister Le Thanh Long are assigned to oversee and direct the implementation of specific tasks outlined in the Official Dispatch, according to their respective areas of responsibility.

The Government Office, in accordance with its assigned functions and duties, shall monitor, inspect, and promptly report the results of the implementation of this Directive to the Prime Minister.
