
The Chairman of the Meeting
According to the summary report of the group discussions on December 9th, 52 opinions were contributed by members of the Provincial People's Council and invited guests regarding the reports, presentations, and draft resolutions submitted to the Session. The delegates generally appreciated the preparation by the relevant agencies and the quality of the documents; many opinions focused on analyzing and clarifying existing shortcomings and limitations, and discussing the issues and content presented at the Session. Based on the opinions discussed in the group sessions, the Standing Committee of the Provincial People's Council compiled the contents to request the Provincial People's Committee and its members to provide explanations and clarifications. 
Comrade Le Kim Phuc, Provincial Party Committee member and Director of the Department of Finance, presented his report and explanation at the session.
At the meeting, heads of departments and agencies clarified several issues of concern to delegates, voters, and the public regarding the results of implementing socio-economic development tasks in 2025 and socio-economic development tasks in 2026. The focus was on assessing the reasons why 5 out of 13 socio-economic development targets for 2025 were not met, and on breakthrough solutions to achieve socio-economic development goals in 2026, especially the target of achieving 10.5% economic growth (GRDP).
Regarding the 5 out of 13 socio-economic development targets that did not meet the 2025 plan, the leaders of the Department of Finance stated that the objective reasons were: Thai Nguyen's highly open economy, making it strongly affected by the international economic and trade context, as the global economy is expected to recover slowly in 2025, leading to a decrease in demand for electronic products, especially high-tech ones; and the subjective reasons included the slow progress in land clearance to secure clean land for attracting investors, and the failure to attract large investors as expected.
Regarding the poverty reduction target for 2026, according to government data, the national average poverty rate will be only 1.3% by the end of 2025. However, the province's poverty rate is currently 3.5 times higher than the national average. Specific solutions to increase the poverty reduction rate and strive to reach the national average were a matter of concern for delegates, who requested explanations from the relevant agencies.

Comrade Dang Van Huy, Provincial Party Committee member and Director of the Department of Agriculture and Environment, presented a report and explanation at the session.
Leaders of departments and agencies explained the reasons why some state budget revenue targets were not met; the work of urging and recovering tax debts and handling outstanding tax debts; and assessed the impact of the central government's tax reduction policies on the province's budget revenue forecast for 2025 and subsequent years. A comprehensive assessment of the impact of the land price list, when issued, on the investment environment, production and business activities, the real estate market, compensation, land clearance, resettlement, and land use right auctions in the province was also explained and clarified by leaders of relevant sectors.

Comrade Bui Duc Hai, Member of the Standing Committee of the Provincial Party Committee and Director of the Provincial Public Security Department, reported at the session.
Also at the briefing session, regarding the adjustment of defense and security targets, the goal is to have 100% of communes and wards in the province free of drugs by 2030. The provincial police leadership presented the current figure: 23 out of 92 communes and wards in the province are drug-free. With the results achieved and the decisive involvement of the entire political system, Thai Nguyen has sufficient grounds to develop this plan.

Representative Nguyen Thi Thu Huong, from Delegation Group No. 10, delivered a speech at the Session.
During the questioning session, seven provincial People's Council delegates raised questions on related issues. One of the "hot" issues, of great concern to voters, was the recent heavy and prolonged rainfall caused by the remnants of typhoons No. 10 and No. 11, resulting in flooding in many urban and central areas of Thai Nguyen province. Some areas have experienced flooding for many years without resolution. Delegates also requested the Construction Department to assess the current situation and the main causes of the frequently overloaded urban drainage system; clearly identify the resource needs, roadmap, and expected timeframe for addressing existing flooding problems; and propose fundamental, comprehensive, and long-term solutions to improve drainage capacity and minimize urban flooding in the future. It also indicated how the review and updating of the development orientation for urban drainage systems, management of natural water storage spaces, main drainage corridors, etc., will be integrated into the process of adjusting the Thai Nguyen Provincial Planning for the period 2021-2030, with a vision to 2050, ensuring consistency with construction planning, urban development programs, and key infrastructure projects of the province.

Comrade Pham Quang Anh, Provincial Party Committee member and Director of the Department of Construction, answered questions at the session.
Regarding the draft Resolution on the investment policy for the Program to support investment, renovation, and upgrading of transportation infrastructure in disadvantaged and especially disadvantaged communes in Thai Nguyen province for the period 2026-2030, delegates noted that this is an important issue related to medium-term public investment and social welfare. However, the submitted documents contain contradictions regarding the ability to balance capital and the feasibility of the implementation mechanism. Specifically, the draft stipulates that for main village and inter-village roads, residents will contribute to the construction of the entire roadbed (according to the draft, additional funding may be available through social mobilization). However, reality shows that the lives of people in the northern communes are still difficult; some roads are long and sparsely populated, so contributions from residents need to be well-planned; moreover, when applied in areas with complex terrain, it requires advanced technology and significant machinery costs. Delegates requested clarification on the feasibility of this regulation.

Representative Hoang Thi Ngoc Lan, from Delegation Group No. 3, raised a question during the interpellation session.
Representatives reported that in some particularly disadvantaged communes in the North, there are still 15 villages without 3G/4G/5G coverage and 76 villages without fiber optic infrastructure; 65 villages, hamlets, and residential areas with approximately over 1,600 households in 17 communes do not have access to the national power grid or have electricity but with substandard quality; they requested relevant agencies to provide solutions and guidance for future recommendations.

Comrade Pham Van Tho, Member of the Standing Committee of the Provincial Party Committee and Director of the Department of Industry and Trade, answered questions at the session.
During the questioning session, leaders of various sectors also responded to delegates' opinions on solutions to ensure the goal of building 45,000 social housing units by 2030; difficulties and obstacles in the process of implementing the general planning at the commune level for the period 2026-2030; the low disbursement rate of some sub-projects in the National Target Program for socio-economic development in ethnic minority and mountainous areas, and solutions to effectively utilize these resources in 2026…
With questions that were practical and reflected the thoughts, aspirations, and opinions of a large number of voters and people from all walks of life in the province, the responsible, clear, and specific answers to each question from the leaders of the relevant departments and agencies were acknowledged and highly appreciated by the provincial People's Council delegates.

Comrade Vuong Quoc Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivered a speech at the session.
Speaking to clarify some highlights in socio-economic development and strategies and solutions for the coming period, Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that in 2025, the province will continue to benefit from the important results of 2024, but the starting point still faces many difficulties; the general context is a mix of opportunities and challenges. However, looking back at the past period, it is clear that there are very noteworthy bright spots: State budget revenue increased by over 25% compared to 2024 and by more than 13% compared to the target assigned by the Government. Disbursement of public investment capital is among the top 5 localities nationwide, demonstrating the determination and decisiveness of the entire system. The province is in the TOP 15 nationwide in attracting FDI, creating an important resource to promote growth. Key projects serving socio-economic development have seen positive progress in 2025, promising to lay the foundation for strong breakthroughs in 2026. Many urban projects, social housing projects, and industrial zones/clusters continue to be accelerated, expanding growth potential for the next phase. Social welfare policies are prioritized with a total resource allocation of over 12.4 trillion VND, contributing to the practical care of people's lives. Political security and social order are maintained, creating a stable environment for development… These results demonstrate the great efforts and determination of the entire political system amidst many changes.
The province has set a consistent goal for 2026: to strive to successfully complete the targets of Resolution No. 03 of the Provincial Party Committee, including 34 important targets, especially the goal of achieving double-digit GRDP growth (10% or more). To achieve this goal, the comrade clearly outlined the core tasks, requiring the entire political system to operate in a state of "vigor," with high determination and decisive action. In particular, focus on implementing Resolution No. 03 of the Provincial Party Committee, creating new factors for growth; urgently adjusting the provincial planning and the planning of communes and wards; and finalizing the list of investment projects that utilize land for investment.
The comrade emphasized that the Provincial People's Committee will issue a "green channel" mechanism to minimize the time for processing administrative procedures for both public investment projects and socialized projects; handling work within the minimum time while still ensuring compliance with regulations. At the same time, it will strengthen the evaluation of work efficiency, enhance the responsibility of heads of departments; and resolutely replace officials who do not meet the job requirements. Key projects of the province will be directed to be implemented decisively, ensuring timely completion. The province will also direct the review and acceleration of land clearance and investment attraction into industrial zones and clusters. This will focus on resolving difficulties and obstacles in land clearance; expanding development potential, creating clean land to welcome a new wave of investment, based on the high political determination of the entire system. At the same time, the province will accelerate public investment in the 2026-2030 period. Priority will be given to allocating maximum resources to transitional projects and newly launched projects with significant spillover effects, creating momentum for socio-economic infrastructure development…
The Chairman of the Provincial People's Committee also emphasized that the province will focus on developing tourism to an international standard, creating a strong ripple effect. This includes focusing on developing tourism into an important economic sector, aiming for international standards, and creating a broad impact on socio-economic development. In particular, the province will fundamentally address the flooding situation and improve sustainable urban infrastructure. The Provincial People's Committee identifies flood control as one of the urgent tasks, directly related to the quality of life of the people, urban safety, and the sustainable development of the province.
Besides the key tasks, the Chairman of the Provincial People's Committee emphasized the need to continue investing in the comprehensive upgrading of the healthcare network and school system in the province. This is an area that directly impacts the quality of life, human resources, and sustainable development of Thai Nguyen. Along with that, attention should be paid to environmental protection – considering this a continuous task, closely linked to the sustainable development goals of Thai Nguyen in the new phase.
