Strengthening solutions to ensure food security in the context of complicated world situation

(HG) - On the afternoon of August 15, continuing the 25th Session, the National Assembly Standing Committee held a question-and-answer session with Minister of Agriculture and Rural Development Le Minh Hoan. Attending the question-and-answer session were President Vo Van Thuong; Prime Minister Pham Minh Chinh, National Assembly Chairman Vuong Dinh Hue, and leaders of central ministries, departments and branches.

Delegates from Hau Giang bridge point attended the question-and-answer session with the Minister of Agriculture and Rural Development.

At Hau Giang bridge, Ms. Le Thi Thanh Lam, Deputy Head of the Provincial National Assembly Delegation, attended the conference.

Speaking at the question-and-answer session, Minister of Agriculture and Rural Development Le Minh Hoan said that the issue of agriculture, farmers and rural areas chosen for questioning at the session is both a responsibility and a motivation for the Ministry of Agriculture and Rural Development to listen to issues that have been discovered for a long time and new issues arising from practice.

According to the Minister, agriculture has always been a pillar in the difficult economic context and the agricultural sector has, is and will face three "changes", which are: Climate change, market fluctuations, changes with the world's consumption trends towards green and sustainable. Therefore, from these practices, the agricultural and rural development sector still persistently implements the overall strategy in the long term, flexibly handles situations, and manages synchronously in the short term.

At the question and answer session, delegates asked the Minister to propose solutions to remove difficulties in agricultural exports (narrowing output markets, many businesses without orders, prices of some key agricultural products falling, income and life of farmers affected...). Activities of exploiting, protecting and developing aquatic resources; solutions to remove the "yellow card" of the European Commission (EC) for aquatic products. At the same time, they questioned the issue of ensuring food security and rice export.

According to Minister Le Minh Hoan, regarding food security, the Prime Minister has issued a telegram of direction and in such a situation, a calm attitude is needed, because any problem can have negative consequences if not managed well, if only one aspect, one side is analyzed, then there will not be a comprehensive view.

The Minister also informed that, up to now, the Ministry has balanced the harvest output for each crop season. After nearly 20 years of building an effective irrigation system, the Ministry now has a digital map to work with localities to spread out or concentrate crops if necessary. The Minister affirmed that under current conditions, if there are no natural disasters, with the stable climate change situation as in the past few years, our country can completely ensure domestic consumption as well as export output.

Regarding the issue of removing the yellow card, Minister Le Minh Hoan said that the ultimate goal is to preserve the reserves and biodiversity in the sea. If the yellow card is removed but sustainability is not guaranteed, another yellow card will be applied. The Minister said that compared to the Philippines or Thailand, the industry structure of these countries is more solid than Vietnam, from fishermen to businesses, an industry ecosystem is built. These countries use very strong measures, such as sinking ships that violate regulations. Meanwhile, in Vietnam, nearly 60% of violations in localities have not been handled, so in the coming time, the Minister suggested, it is time to handle it seriously, otherwise it will not be enough of a deterrent, and there will be no change.

Concluding the question-and-answer session, National Assembly Chairman Vuong Dinh Hue assessed that this was the fourth question-and-answer session held at the meeting of the 15th National Assembly Standing Committee. In one day, with the content of questioning leaders of two ministries, the National Assembly Chairman said that the delegates and leaders of the ministries participated in the question-and-answer session, focusing on very important issues. Thereby, promptly clarifying some contents, proposing some solutions to further improve the quality of the work of building, promulgating, and appraising legal documents and fields related to agriculture, farmers, and rural areas.

The National Assembly Chairman expressed his belief that through the question-and-answer session, leaders of ministries and branches will effectively implement the solutions presented at the question-and-answer session, thereby fulfilling their commitments to delegates and voters in accordance with the spirit of questioning and answering questions.
