Housing project behind schedule.
The Yen Hoa Housing Project in Quan Bau Ward, Vinh City, Nghe An Province, covers an area of 3.41 hectares with a total investment of 292.35 billion VND. The detailed planning for the project was approved by the People's Committee of Nghe An Province in 2008, and the Investment Certificate was issued in 2009.
The investor is Nghe An Young Entrepreneurs Joint Stock Company, located in Quan Bau Ward, Vinh City, with Mr. Nguyen Van Ket, Chairman of the Board of Directors, as the legal representative.
The Yen Hoa Housing Project has a total investment capital of 292.35 billion VND.
The project includes an apartment building combined with a supermarket and commercial services, comprising one 9-story building (approximately 4,500m2); a cluster of 24 townhouses, each ranging from 160-238m2 (total area approximately 4,000m2); and a cluster of 74 3-story townhouses, each ranging from 103-139m2 (total area 9,200m2).
In addition, the project includes a public facilities area comprising a two-story kindergarten with an area of approximately 2,200m2; and a green space, sports area, and park (nearly 3,000m2).
The Yen Hoa housing project has been ongoing for 15 years but remains unfinished.
The project's operating period is 28 years, with a 5-year implementation schedule from the date of issuance of the Investment Certificate. However, after approval, Nghe An Young Entrepreneurs Company did not implement the project according to the assigned schedule. From 2020 to the present, the Nghe An Provincial People's Committee has granted extensions to the project several times, but it remains unfinished.
In early August 2024, a reporter from Nguoi Dua Tin observed that the project was still in disarray, with construction of villas and townhouses underway. Public amenities such as kindergartens, green spaces, sports facilities, and headquarters remained only on paper.
The project has been granted extensions multiple times by the People's Committee of Nghe An province, but it remains unfinished.
Recently, on June 4, 2024, the People's Committee of Vinh City issued Decision No. 381/QD-XPHC imposing a fine of 70 million VND on Nghe An Young Entrepreneurs Joint Stock Company for commencing construction without approved construction drawings for the project or its components.
Improving the quality of housing infrastructure and urban areas.
Besides the aforementioned housing project, there are currently several other projects in Nghe An province that have been put into use, but the technical and social infrastructure within these projects has not been invested in comprehensively, or has been invested in but is now showing signs of deterioration.
Furthermore, some projects that were granted extensions by the Nghe An Provincial People's Committee have still not commenced construction, or have completed technical and social infrastructure but with substandard quality.
In response to the aforementioned situation, the People's Committee of Nghe An province recently issued document No. 6279/UBND-CN requesting the Department of Construction; the People's Committees of districts, cities, and towns; and investors to strengthen efforts to ensure and manage the quality of infrastructure in housing and urban development projects in the province.
Specifically, the People's Committee of Nghe An province requires investors of housing and urban development projects in the province that have already put their projects into operation (including projects that have been partially put into operation) to fully fulfill their roles and responsibilities regarding the management of construction investment projects; the management of construction quality and progress; the management of labor safety and the construction environment; and to strictly comply with construction regulations as prescribed by law.
In addition, review and invest in the complete construction of technical and social infrastructure items such as sidewalks, traffic safety systems, public lighting systems, cultural centers, schools, public activity areas, etc., to ensure the project's synchronization, safety, and quality of construction in accordance with the approved planning, design documents, and current regulations and standards.
Apart from a few villas and townhouses currently under construction, other components of the Yen Hoa Housing Project (Vinh City, Nghe An Province) have not yet begun construction.
The Provincial People's Committee requests that the People's Committees of districts, cities, and towns regularly monitor and urge investors of housing and urban development projects in their areas to focus resources on rectifying, repairing, and supplementing construction items according to the schedule and timeframe requested by the Provincial People's Committee. In cases where investors are late or fail to comply, they should report to the Department of Construction for consideration and handling in accordance with regulations.
