Strengthening the effectiveness of signing and implementing international commitments to serve national development

On May 30, the Department of Law and International Treaties, Ministry of Foreign Affairs, in coordination with the Diplomatic Academy of Vietnam (DAV) and the Vietnam Society of International Law (VSIL), organized a workshop on strengthening and improving the effectiveness of signing and implementing international commitments.

Deputy Minister of Foreign Affairs Le Anh Tuan delivered the opening speech at the Workshop "Strengthening and improving the effectiveness of signing and implementing international commitments".

The workshop attracted the participation of delegates from many ministries, branches, localities, law training institutions and domestic researchers.

Speaking at the opening of the workshop, Deputy Foreign Minister Le Anh Tuan emphasized the increasing importance of international commitments to Vietnam's development and integration process.

According to the Deputy Minister, proactively signing and fully implementing international treaties and agreements not only contributes to protecting national interests and promoting cooperation, but also enhances Vietnam's position and prestige in the international arena. This is also an important basis for continuing to perfect the domestic legal system, serving the requirements of sustainable development.

Deputy Minister Le Anh Tuan said that our Party and State increasingly attach importance to the role of international commitments, clearly demonstrated by the related contents being recorded in four recent important resolutions of the Politburo , including: Resolution No. 57-NQ/TW on science, technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law making and enforcement; and Resolution No. 68-NQ/TW on private economic development.

In that context, the Deputy Minister suggested that the Workshop focus on exchanging and analyzing lessons learned, good practices as well as difficulties and obstacles in order to propose specific solutions to improve the effectiveness of signing and implementing international commitments, especially in raising awareness, perfecting institutions, strengthening inter-sectoral coordination and identifying priority areas of cooperation.

The workshop included two in-depth discussion sessions chaired by MSc. Nguyen Manh Dong, Deputy Director of the Diplomatic Academy and Ambassador, Dr. Nguyen Thi Hoang Anh, President of the Vietnam Society of International Law. Delegates presented and discussed Vietnam's signing and implementation of international commitments in many fields such as environmental protection, science and technology , human rights, labor rights, trade and investment.

Many opinions at the Workshop noted that in recent times, Vietnam has proactively and actively participated in signing and implementing international commitments, taking advantage of many benefits from these commitments to promote cooperative relations, support businesses to expand markets, improve the investment environment and improve the quality of life of the people. However, to more effectively utilize international resources for national development, it is necessary to synchronously deploy many solutions, including raising awareness, allocating appropriate resources, perfecting the legal framework and promoting the application of technology in management.

In addition, ministries, sectors and localities also need to proactively research and identify priority areas of cooperation to promote the signing of new international commitments, in the context of the world and the region undergoing profound changes under the impact of the fourth industrial revolution and emerging global challenges.

In his closing speech at the workshop, Deputy Minister Le Anh Tuan thanked the delegates for sharing many valid opinions, rich and useful information, affirming that the Ministry of Foreign Affairs will seriously absorb the proposals to recommend to the Party and State specific and practical measures to strengthen and improve the effectiveness of the signing and implementation of international commitments in the coming time. Thereby, international commitments will truly become an effective tool to serve the effective implementation of the major policies and orientations of the Party and State in the new development stage of the country.

It is known that in 2019, 2020 and 2024, the Department of Law and International Treaties coordinated with the Vietnam Association of International Law to organize many seminars on the development of international law and reform of the global trade system (WTO), contributing to enhancing awareness and capacity for domestic agencies and organizations in this field.
