On the afternoon of September 23, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly Standing Committee reviewed the Report on the results of the National Assembly's Thematic Supervision Delegation on "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".
Presenting the draft Report, Chairman of the National Assembly's Economic Committee Vu Hong Thanh - Deputy Head of the Standing Supervisory Delegation emphasized that the objective of the supervision topic is to evaluate the achieved results, limitations, difficulties, and obstacles; identify the causes, clarify the responsibilities of agencies, organizations, and individuals, and draw lessons to improve the effectiveness of implementing policies and laws on market management. real estate and development social housing
At the same time, propose and recommend tasks and solutions to improve the effectiveness of implementing policies and laws on real estate market management and social housing development, and perfect related policies and laws, especially after the Law on Real Estate Business (amended), the Law on Housing (amended) and the Law on Land (amended) were passed by the 15th National Assembly at the 6th Session.
The monitoring team determined that this is a difficult monitoring topic; the content and scope of monitoring are wide because the real estate and social housing market is related to many different sectors and fields, related to the management responsibilities of many ministries, branches and localities; during the monitoring period, there were many changes in policies and laws; the real estate market during the monitoring period not only includes newly implemented projects but also many existing projects, transactions on the real estate market include civil transactions of the people, leading to information and data that cannot be fully collected.
Mr. Vu Hong Thanh said that the Supervisory Delegation held 4 Meetings; organized 3 Working Groups to work directly with 12 provinces and centrally-run cities, worked with the Government, 8 ministries, branches, and central agencies, organized seminars to consult with experts, organizations, associations, enterprises, and commercial banks; consulted and inherited the results of previous related supervision, the results of summarizing the implementation of laws, and the results of inspection, supervision, inspection, and audit of specialized agencies.
The draft report on the results of supervision of the National Assembly's Thematic Supervision Delegation also outlined the real estate market situation from 2015 to the end of 2023; the social housing development situation from 2015 to the end of 2023; made comments on the results achieved in promulgating and organizing the implementation of policies and laws on real estate market management; and the results achieved in promulgating and organizing the implementation of policies and laws on social housing development.
Along with that, analyze the existing problems, limitations, causes of the existing problems, limitations, responsibilities of relevant agencies, organizations and individuals; make specific recommendations to the National Assembly, Government, ministries, branches, localities, relevant agencies and organizations...
After listening to Chairman of the Economic Committee Vu Hong Thanh present the draft Summary Report, members of the National Assembly Standing Committee discussed and contributed opinions to the draft Supervision Results Report and the draft Resolution.
It is expected that after this meeting, the National Assembly's Thematic Supervision Delegation will receive comments and continue to complete the draft, submit it to the National Assembly for consideration of the Supervision Delegation's Supervision Results Report, and approve the Thematic Supervision Resolution at the 8th Session of the 15th National Assembly.
