Increase the operating flow to regulate the Huong Dien and Binh Dien hydroelectric reservoirs

The Hue City Hydrometeorological Station forecasts that from October 26 to 28, there will continue to be heavy rain in Hue City, with some places experiencing very heavy rain. In this situation, on October 26, the Hue City Civil Defense Command issued two orders to increase the operating flow of the Huong Dien and Binh Dien hydropower reservoirs.

Accordingly, at 11:00 a.m. on October 26, the water level of Huong Dien hydropower reservoir was +55.65m (normal water level +58m), the inflow to the reservoir was 1,204 m3/s, the flow downstream was 825 m3/s. The water level of Binh Dien hydropower reservoir was +80.6m (normal water level +85m), the inflow to the reservoir was 1,378 m3/s, the flow downstream was 805 m3/s.

The Director of the Department of Irrigation and Climate Change requested that the safety of the dam and the downstream area of ​​Huong Dien and Binh Dien hydropower plants must be ensured. Accordingly, the Director of the Department of Agriculture and Environment - Deputy Head of the City Civil Defense Command ordered to adjust the flow rate of Huong Dien hydropower reservoir through the spillway and turbine with a gradually increasing flow rate, avoiding sudden changes from about 1,050 - 1,800 m3/s and Binh Dien irrigation reservoir with a gradually increasing flow rate of about 950 - 1,800 m3/s. Operation depends on the actual flow rate to the reservoir.

The Deputy Head of the City Civil Defense Command requested Huong Dien Hydropower Joint Stock Company and Binh Dien Irrigation Joint Stock Company to take action upon receiving orders; at the same time, organize announcements, siren warnings and loudspeakers for the downstream area, closely monitor the flow to the lake, water level on Bo River at Phu Oc station, on Huong River at Kim Long station and regularly update information and report to the City Civil Defense Command.

Communes and wards downstream of Huong Dien and Binh Dien hydropower reservoirs strictly prohibit boating, firewood collection, fishing, etc. on rivers and lakes (except in special cases and with approval from competent authorities), and notify people to proactively prevent. Hue Irrigation Exploitation One Member Co., Ltd. organizes a duty shift to operate the dam gate and sluice system to ensure flood discharge capacity for the downstream areas of Huong Dien and Binh Dien hydropower plants.

Traffic will gradually increase from 15:10 on October 26.
