Comrade Truong The Hung, Member of the Provincial Party Committee, Director of the Provincial Tax Department, stated: In 2024, Tuyen Quang province achieved impressive results in state budget revenue collection, marking an important milestone on its economic development journey. Total domestic revenue for the entire province is estimated at 4,041.4 billion VND, far exceeding the target set by the Prime Minister (3,355 billion VND) and the target set by the Provincial People's Committee (3,800 billion VND). This result not only exceeded the plan by 20.5% but also increased by 37% compared to the same period last year.
The Debt Management Department of the Provincial Tax Bureau is reviewing units that still owe taxes.
Of the 16 key revenue sources, 11 met or exceeded the targets set by the Provincial People's Committee. In particular, revenue from central state-owned enterprises (SOEs), personal income tax, land use fees, and other budget revenues all showed exceptional growth, becoming a highlight of the year.
Specifically, revenue from the central state-owned enterprise sector increased sharply thanks to the positive contributions from large enterprises such as Tuyen Quang Hydropower Company, Chemical and Mechanical Company 13, and Precision Mechanical Company 29. In particular, Tuyen Quang Hydropower Company contributed 35 billion VND more to the state budget than projected due to exceeding its electricity production target, reaching 1,520 million kWh. Revenue from personal income tax also achieved high results, thanks to an increase in the number of tax declarations and income from real estate transfers. Compared to the previous year, the number of tax declarations increased from 11,443 to 14,115, contributing to this revenue source far exceeding the projection.
In particular, revenue from land use fees recorded a breakthrough increase, thanks to the recovery of debt from Sun Times Group Joint Stock Company amounting to VND 577.3 billion and 15 successful land auctions in Tuyen Quang city and districts, with a total winning bid amount exceeding VND 709.2 billion. In addition, other budget revenues also made a strong impression with the emergence of unexpected revenue streams, including VND 192 billion from the Environmental Protection Fund and VND 35 billion in late payment penalties from Sun Times Group Joint Stock Company.
Tuyen Quang's outstanding revenue collection performance in 2024 is the result of a combination of factors, from the close guidance of the Provincial Party Committee and the Provincial People's Committee to the efforts of departments, agencies, and the People's Committees of districts and cities.

Lessons learned for 2025
The outstanding success in revenue collection in 2024 stemmed not only from the determination of the tax sector but also from the synchronized and effective implementation of management solutions. The provincial tax sector focused on urging the recovery of outstanding debts, organizing land auctions, strictly controlling revenue sources from potential sectors, and coordinating with the People's Committees of districts, communes, and wards from the beginning of the year.
A clear example is the revenue collection performance of Tan Ha ward (Tuyen Quang City). According to Comrade Nguyen Manh Cuong, Deputy Secretary of the Party Committee and Chairman of the People's Committee of the ward, in 2024, the ward was assigned a revenue collection target of over 7 billion VND, but by the end of the year had achieved over 14.886 billion VND, equivalent to 211.8% of the plan. This success stems from close coordination with tax authorities and all levels of government in combating revenue loss, especially from real estate transactions.
Not only Tan Ha ward, but many other wards also achieved revenue collection results exceeding the plan. Y La ward collected nearly 6.7 billion VND, exceeding the plan by 80.5%; Tan Quang ward collected 16.434 billion VND, exceeding by 28.4%; and Minh Xuan ward collected nearly 7.5 billion VND, exceeding by 31.7%. These figures show the unity and smooth coordination between levels and sectors, which have created significant progress in revenue collection.
Looking ahead to 2025, the Tuyen Quang Tax Department has identified key priorities: building on the lessons learned from 2024 while implementing more breakthrough solutions. These include strictly managing revenue sources, controlling electronic invoices connected to point-of-sale systems, managing invoice issuance for petroleum businesses, and controlling e-commerce through delivery services.
