On the afternoon of December 9, continuing the program of the 2nd session of the 19th Provincial People's Council, delegates entered the group discussion session and considered and approved the resolutions submitted by the Provincial People's Committee at the session.

Attending the meeting were comrades Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council, People's Committee, Fatherland Front Committee; representatives of departments, branches and People's Councils of communes and wards.

Four discussion groups took place simultaneously, chaired by the leaders of the provincial People's Council committees. In the groups, delegates focused on giving comments on 19 draft resolutions in 4 groups of fields examined by the provincial People's Council committees. Not only focusing on the legality and feasibility of each draft resolution, delegates also spent a lot of time analyzing in depth the practical issues of the province after the merger, especially in the work of managing socio- economic development, local governance and building a 2-level local government system.

Strengthening disbursement, public investment and opening up new growth drivers

The group of resolutions examined by the Economic - Budget Committee has 3 draft resolutions including: Resolution on regulating policies to overcome animal diseases in Tuyen Quang province; Resolution on regulating collection rates, collection, payment, management and use of fees for appraisal of environmental impact assessment reports; fees for appraisal of issuance, re-issuance and adjustment of environmental licenses; fees for appraisal of environmental improvement and restoration plans in Tuyen Quang province; Resolution on approving the investment policy of Tuyen Quang - Ha Giang Expressway Project (phase 2), Tan Quang section to Thanh Thuy International Border Gate.

Many delegates highly appreciated the efforts of the Provincial People's Committee in directing and operating in 2025, especially in the context of a large amount of work after the merger and the need to adapt to the new government model. However, delegates also suggested that it is necessary to analyze more carefully the estimated results of implementing key targets, especially economic targets that have not met expectations.

Regarding the disbursement of public investment capital, delegates said that the progress of some projects is still slow; it is necessary to clarify the reasons, especially related to investment preparation and coordination between departments, branches and local authorities. The implementation of the Tuyen Quang - Ha Giang Expressway Project (Phase 2) continues to attract the attention of many delegates, who requested the Provincial People's Committee to proactively remove bottlenecks in terms of land, material sources and investment procedures.

In the fields of finance - credit, budget revenue and expenditure, many opinions emphasized restructuring revenue sources to be more sustainable, encouraging businesses to invest in the digital technology industry, trade - services, and tourism to create new growth drivers. For agricultural, forestry and fishery production, delegates proposed to promote the transformation of production towards goods, focusing on advantageous areas; at the same time, increase support and policies for preventing, combating and overcoming animal diseases according to the new Resolution.

Focus on improving the quality of education, health care and social security

The draft resolution group examined by the Culture - Society Committee has 8 draft resolutions including: Resolution on Regulation of social assistance standards, social pension allowances, social assistance levels, disadvantaged groups entitled to social assistance policies, and social assistance policy payment costs in Tuyen Quang province; Resolution on Regulation of collection levels, collection and payment regimes for fees for granting work permits to foreigners working in Tuyen Quang province; Resolution on Regulation of support policies for students and teachers of specialized high schools in the province; students participating in the provincial team, teachers and experts participating in training teams of excellent students in cultural, scientific and technical subjects at the national, regional or international levels; Regulation of criteria, conditions, order, procedures, content and support levels from the local budget for projects and enterprises operating in the field of digital technology industry in Tuyen Quang province; Resolution on regulating the reward levels for coaches and athletes who achieve achievements in national sports competitions and provincial sports competitions applied in Tuyen Quang province; Resolution on regulating the collection levels, collection, payment, management and use of some types of fees in the fields of culture, sports and tourism in Tuyen Quang province; Resolution on regulating the support levels for the Commune-level Fatherland Front Committee and the Residential Area Front Working Committee to implement the Campaign "All people unite to build new rural areas and civilized urban areas" in Tuyen Quang province; Resolution on regulating tuition fees for public preschool and general education institutions and tuition support levels for children and students of private and non-public schools in Tuyen Quang province.

In this field, many delegates were interested in support policies for students, teachers of specialized schools, excellent student teams and new tuition policies. Delegates suggested that the education sector should ensure publicity, transparency, and careful calculation to avoid creating a burden on people, especially children and students studying at non-public institutions. In the health sector, delegates suggested that the Provincial People's Committee increase investment in equipment, improve grassroots health care capacity, and ensure equal health care services for people across regions. Delegates highly appreciated the issuance of a reward mechanism for athletes with high achievements, and at the same time suggested solutions to effectively exploit the province's tourism potential in the context of a two-level local government model. Social security continues to be a big issue, delegates suggested that the province pay more attention to vulnerable groups and social protection groups, ensuring a level of support appropriate to reality and budget capacity.

Strengthening discipline and order in state management

The draft Resolution group examined by the Legal Committee has 3 draft resolutions including: Resolution on regulating the allowance regime for people performing the task of receiving citizens, handling complaints, denunciations, petitions and reflections in Tuyen Quang province; Resolution on regulating the level of expenditure and time to receive support for organizing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term in Tuyen Quang province; Resolution approving the Project on building force organization, training, operation and ensuring regimes and policies for the Militia and Self-Defense Force of Tuyen Quang province from 2026 to 2030.

Many opinions acknowledged the results in ensuring security and order; however, to adapt to the two-level government model, the work of receiving citizens and resolving complaints and denunciations was assessed to have changed but still needed to be more drastic, especially for long-standing cases. Many opinions suggested promoting the application of digital technology, improving the quality of public services and enhancing the responsibility of leaders.

Ethnic and religious fields: Promoting the role of the community and improving the effectiveness of specific policies

The draft Resolution group examined by the Ethnic Committee has 5 draft resolutions including: Resolution Regulating the level of expenses for reception, visit, congratulations, and condolences for a number of subjects by the Vietnam Fatherland Front Committees at all levels in Tuyen Quang province; Resolution Regulating the provincial budget capital source entrusted through the provincial branch of the Social Policy Bank; loan level, loan term, loan interest rate in Tuyen Quang province; Resolution Regulating the content and level of expenses to ensure the operation of the Advisory Council under the Vietnam Fatherland Front Committee of the province in Tuyen Quang province; Resolution Regulating measures to ensure the implementation of democracy at the grassroots level in Tuyen Quang province; Resolution approving the Project to establish the Farmers Support Fund of Tuyen Quang province (after consolidation).

Delegates highly appreciated the development of resolutions related to capital entrusted through the Social Policy Bank, and at the same time suggested continuing to pay attention to ethnic minorities in developing their livelihoods and building a united and civilized community. Many delegates suggested clarifying the feasibility of the Project to establish the Provincial Farmers Support Fund after the merger, ensuring the role of supporting production and creating sustainable livelihoods.

One issue of particular concern is the arrangement of the apparatus organization according to the 2-level government model. Delegates suggested that the province continue to review the functions and tasks of agencies to avoid overlap; at the same time, strengthen the grassroots staff to ensure smooth, effective and efficient operation of the apparatus.

The implementation of the three national target programs was assessed to have made progress, but many delegates suggested continuing to remove bottlenecks in procedures, payment mechanisms, inspection and supervision processes; ensuring resources to properly implement the goal of supporting people in difficult areas.

Approved 9 resolutions submitted by the Provincial People's Committee at the meeting

At the end of the discussion in groups, the delegates also considered and approved 9 resolutions, including 4 resolutions on the budget sector, including: Resolution on Regulations on decentralization of state budget revenue sources, local budget expenditure tasks and percentage (%) of revenue division between provincial budgets and commune-level budgets in Tuyen Quang province; Resolution on Regulations on principles, criteria and norms for allocating regular expenditure estimates for local budgets in 2026 in Tuyen Quang province; Resolution on State budget revenue estimates in the area, local budget revenues and expenditures in Tuyen Quang province in 2026; Resolution on Local Budget Allocation Plan for Tuyen Quang province in 2026.

There are 3 resolutions on the field of public investment including: Resolution on Regulations on principles, criteria and norms for allocating public investment capital from local budget sources, period 2026-2030 in Tuyen Quang province; Resolution on the expected medium-term public investment plan from state budget sources for the period 2026-2030, Tuyen Quang province; Resolution on deciding the public investment plan from state budget sources in 2026, Tuyen Quang province.

There are 2 resolutions on the field of Culture - Society, including: Resolution on regulating the subjects, levels of expenses for visiting and giving gifts to people with meritorious services to the revolution and their families in Tuyen Quang province; Resolution on regulating specific prices for medical examination and treatment services on the list paid by the Health Insurance Fund; specific prices for medical examination and treatment services paid by the state budget; specific prices for medical examination and treatment services not on the list paid by the Health Insurance Fund but not medical examination and treatment services upon request for state-owned medical examination and treatment facilities in the province.
