"Key" to land clearance in Hung Loi

Hung Loi commune was established by merging two commune-level administrative units: Hung Loi and Trung Minh. Despite its relatively large area and dense population, the commune has made many efforts and adopted effective methods in the land clearance work for the Ho Chi Minh Highway construction project, specifically the Cho Chu - Trung Son intersection section.

The Ho Chi Minh Road construction project, Cho Chu - Trung Son Intersection section, with a total length of nearly 29 km, is a key project of the province. Of which, the section passing through Tuyen Quang province, Trung Son and Hung Loi communes, is about 16.7 km long with a total cost of over 161 billion VND for the sub-project of compensation, support and resettlement.

Hung Loi Commune has the largest area of ​​recovered land and the largest number of affected households when the Ho Chi Minh Road Project is implemented in the area with the total area of ​​land expected to be recovered from organizations, households and individuals being over 53.32 hectares/12 km, with nearly 650 affected households, of which more than 60 households must move to new residences.

Comrade Tran Huu Hung, Standing Deputy Secretary of the Party Committee of Hung Loi commune, said: “The commune has mobilized the entire political system to participate, synchronously implementing many solutions; in which mass mobilization work has been promoted to the maximum with the motto "slow and steady wins the race", while publicizing compensation, compensation, and support policies for site clearance. The political system has participated synchronously, accompanying the people in the site clearance process. The Party Secretary and Chairman of the Commune People's Committee went to the grassroots to attend and directly dialogue with the people in key villages. At the dialogue sessions, the people's recommendations on compensation prices, resettlement criteria, etc. were all listened to and thoroughly and satisfactorily answered by the commune leaders in accordance with regulations. Along with that, exemplary party member families who agreed on the compensation plan contributed to spreading the emulation atmosphere, so the whole commune agreed and handed over the site on schedule, without any forced cases.”

Comrade Do Duc Thien, Deputy Secretary of the Party Cell, Head of Phan Village, said: “Phan Village has more than 70 households whose land must be recovered. Immediately after receiving instructions from the Commune Party Committee, the Party Cell held a meeting and issued a resolution on site clearance to join in mobilizing the people. Thanks to persistent propaganda and persuasion, the households agreed to hand over the site, and the commune has now completed the site clearance work to implement the project.”

Ms. Thach Thi Chanh, Cooc hamlet, Hung Loi commune shared: “My family is a household subject to land and property recovery with an area of ​​over 200 square meters. After being informed and explained by the Party Committee and the commune government, my family knows that this is an important project to expand traffic routes, serve people's lives, and develop the socio-economy, so we agreed with the policy, actively participated in meetings and discussions to agree on a compensation plan, and hand over the site to the commune government."

Due to the impact of storm No. 3 in 2024, the commune has reclaimed an additional 14.8 hectares of land from 43 affected households in the villages of Dong Trang, Le, Nhung, and Phan. The commune has completed the inventory of area and structures and is publicly posting the compensation support plan.

Thanks to the close coordination between relevant levels, sectors and units, especially the propaganda and mobilization work of the people of Hung Loi commune in the project area, it is the "key" to untie the knot, helping the site clearance work go smoothly, speeding up the progress of handing over the site for project implementation.
