The Standing Committee of the Petrovietnam Party Committee unanimously agreed and highly appreciated the results of the implementation of the Resolution of the 13th National Congress. Accordingly, after 40 years of implementing the renovation process, the country's foundation, potential, position and prestige have been raised. The results achieved over nearly 40 years of renovation are the foundation and important conditions for Vietnam to realize its strategic vision, enter a new era, the era of national development, build a peaceful , independent, democratic, rich, prosperous, civilized, happy Vietnam, and steadily move towards socialism.
Building high-quality human resources for growth targets
As a proactive and pioneering Group in applying technology in production and business, Petrovietnam also proposed to consider supplementing the results of implementing tasks of science, technology, innovation, digital transformation, and employment. At the same time, it is necessary to clarify the limitations, lessons learned and international position of Vietnam after 40 years of renovation; the maturity and contributions of domestic economic sectors to the development cause, as a basis for building development orientations and boldly assigning tasks of socio-economic development in the period of 2025-2030 to economic sectors.
Petrovietnam's proposals mainly focus on solutions to develop high-quality human resources in key industries; solutions to develop a number of large-scale economic groups, state-owned enterprises, modern management, effective operations, international competitiveness, playing a pivotal role in stabilizing the macro economy, leading in a number of important fields such as energy, information technology, telecommunications, industry, financial manufacturing, banking, etc.
Regarding the 5-year main development target for the period 2026-2030, Petrovietnam believes that the average growth rate of gross domestic product (GDP) for the period 2026-2030 will be about 10%/year; GDP scale will reach 890 billion USD; GDP per capita by 2030 will reach 8,400 USD; social labor productivity growth rate will reach 8.5%/year; total social investment capital will average about 40% of GDP in 5 years. However, some opinions say that with the actual situation in Vietnam and the current fluctuations of the world economy, the growth rate may be lower.
To achieve the target of high growth in the new period, Petrovietnam believes that with the viewpoint of taking people as the center and driving force of development, it is necessary to prioritize high-quality human resources, especially in key industries such as artificial intelligence, automation, and clean energy. Accordingly, Petrovietnam proposes to supplement the guiding viewpoint on building and developing human resources, especially high-quality human resources in the new period, which our Party has identified as one of the three bottlenecks of the country's current development (including: infrastructure, institutions and quality of human resources).
Facilitating the energy industry
To achieve the goal of sustainable growth, in addition to the proposal to add solutions to minimize environmental impacts, Petrovietnam also believes that rapid and sustainable development on the basis of science, technology and innovation; economic development coupled with political stability, maintaining independence, sovereignty and autonomy is very important. In addition, it is necessary to further promote the application of science and technology, innovation and national digital transformation into production, business and economic development.
Regarding the orientation of fully promoting the functional role of economic sectors on the principles of cooperation, integration and fair competition, the Draft Political Report stated: “Develop a number of large-scale economic groups, enterprises, and state-owned enterprises with modern management, effective operations, and international competitiveness, playing a pivotal role in stabilizing the macro-economy, leading in a number of important fields such as energy, information technology, telecommunications, industry, financial manufacturing, banking…”. Therefore, Petrovietnam proposed to consider adding a number of solutions to facilitate the development of the energy industry in general and the energy industry in particular.
According to Petrovietnam, the Draft needs to add guiding viewpoints on market economy development, perfecting the market mechanism; on the development of economic sectors (state economy, collective economy, private economy...), on the role of each economic sector in Vietnam to the guiding viewpoints to be consistent with the viewpoint of economic and social development as the center and create material premises to make the new era a reality as well as ensure the socialist orientation for the country's development. Add specific strategies to develop key industries such as information technology, renewable energy and smart manufacturing.
The draft also needs to add a new guiding viewpoint of “dare to speak, dare to innovate, be creative, dare to face difficulties and challenges, dare to act for the common good”, from which the State will build an implementation mechanism to encourage and promote innovative thinking, creativity, for the common good. In addition, the Draft Report needs to have more solutions for administrative reform, reducing administrative procedures, improving transparency and accountability of state agencies.
